emergency order expires and mandate that Council reviews it within 30 days of emergency <br /> order expiration. <br /> Ashley Close Eckle Ave. Ms. Close stated her support for the legislation and encouraged <br /> Council to make it permanent due to the impacts of COVID and the perpetuation of poverty <br /> that eviction causes. <br /> Kayode of Waterbury Ave. Kayode expressed support of pay to stay and his belief that it <br /> is a reasonable and fair defense for renters. <br /> Vice President Litten stated his intent to propose considering making the legislation <br /> permanent with a mandated review. He stated a need to allow for more time to see how it <br /> goes and understand the full impact of the legislation. He added that it should be tied to the <br /> eviction moratorium rather than the state of emergency, noting that it should be reviewed in <br /> a year. <br /> Councilmember Rader expressed full support for the ordinance and his preference to make it <br /> permanent with a review. <br /> Mayor George added support for the legislation and proposed having it sunset with other <br /> pandemic related legislation on December 2022. <br /> Councilmember Shachner agreed with Mayor George and the plan to tie it to a December <br /> 2022 timeline. He added that he wanted to hear from landlords. He stated his belief that the <br /> legislation is completely reasonable and that it was amended in committee to read that it <br /> would apply to any eviction filed during the state of emergency. <br /> President O'Malley expressed support for Vice President Litten's suggestion. <br /> Councilmember Neff stated the importance of hearing from landlords, highlighting that a <br /> small time landlord could be at risk, as they may need rent to pay a mortgage. She also <br /> added her desire to get in touch with Trish Rooney on the prevalence of homelessness in <br /> Lakewood. She added her support for the legislation generally <br /> Councilmember Kepple stated she had reached out to a few landlords that she knows. She <br /> expressed her support for the legislation, and added that the city has a lot of neighbors <br /> renting to neighbors. She stated a preference for tying it to the December 2022 deadline, <br /> which would give ample time to hear from neighborhood landlords. <br /> President O'Malley and Vice President reviewed a legislative sunset in 2022 with a <br /> mandated review to make the legislation permanent. <br /> Vice President Litten made a motion, seconded by Councilmember Rader to amend <br /> Substitute Ordinance 12-2021 to remove the sunset and mandate a review of it in 2022 to <br /> make it permanent. <br />
