Discussion: Vice President Litten inquired whether the Council could refrain from adoption <br /> that evening since the permanence piece was added to it. President O'Malley stated that it <br /> was a good idea and that the current eviction moratorium expires on March 31s' and that <br /> Council would be meeting again on April P. <br /> Molly Martin of NEOCH stated she has been reaching out to landlords and realtor <br /> associations who generally indicated that pay to stay legislation would not affect them <br /> greatly. <br /> President O'Malley made a motion, seconded by Vice President Litten to remove the words <br /> "during the state of emergency" and add section 2 which states that City Council shall <br /> conduct a formal review of this ordinance for the purpose of determining its success no later <br /> than Decemeber 31", 2022, and to move section 2 to section 3, and section 3 to section 4. <br /> Director Corrigan added that section 1 should read any eviction action for non-payment of <br /> rent, and that the clause related to the pandemic should be cut out. <br /> Discussion: Councilmember Shachner questioned whether this legislation could be made <br /> retroactive to apply to those affected during a gap between the eviction moratorium and the <br /> next Council meeting. Director Corrigan answered no. Councilmember Kepple highlighted <br /> the urgency of the moment to get policy into place. Director Corrigan recommended an <br /> amendment to strike the language "any eviction action filed during the state of emergency. " <br /> President O'Malley and Vice President Litten approved of Director Corrigan's suggestion <br /> and included the striking of"any eviction action filed during the state of emergency" to their <br /> original motion. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Substitute Ordinance 12-2021 was amended and deferred. <br /> ****NEW BUSINESS*** <br /> 8. Communication from Councilmembers Shachner & Litten regarding 25h anniversary of <br /> Lion & Blue. (to be provided) <br /> Councilmember Shachner delivered the following oral communication: <br /> I speak for everybody here when I say that it's hard to imagine Lakewood without Lion & <br /> Blue. I used to walk by it everyday. The impetus behind this resolution was from a friend and <br /> colleague Ms. Paula Reed who contacted me. I wanted to honor Lion& Blue's contributions <br /> to the city and I would like to thank the Clerk of Council for drafting this legislation. <br />
