Discussion: Mayor George expressed concerns about parklets and felt they deserve a broader <br /> Council discussion. She cited issues that the safety forces noted and added the Planning <br /> Commission's deferred parklet discussions, along with changes to the last parklet location. <br /> She lastly stated a desire to be on record for advocating that parklets not be included in the <br /> outdoor dining resolution. <br /> President O'Malley made a motion, seconded by Vice President Litten to exclude parklets from <br /> Resolution 2020-31B. <br /> Discussion: Councilmember Bullock cited the committee discussion with the mayor and its <br /> recommendation. He added he would have supported the current language without amendment <br /> and stated his belief that the current process is working well. <br /> President O'Malley asked when the current parklet resolution expires. Mayor George <br /> indicated that the expanded outdoor dining resolution was designed to continue past when the <br /> governor lis the state emergency order. She added the topic is worthy ofa longer discussion, <br /> citing private vs.public space use,public safety concerns, and past traffic accidents regarding <br /> sight lines. <br /> Councilmember Rader stated that Council should start discussion on a permanent ordinance <br /> and that current course should be maintained with the pilot. He noted he would support the <br /> motion if the mayor is supportive ofa permanent conversation. <br /> Chief Dunphy stated the administration is not against parklets as a concept. The opposition to <br /> including them in this resolution is based on the safety and security ofpeople enjoying them. <br /> He added that the biggest concern is a potential risk to residents, noting a desire to continue <br /> conversation and applauding the Planning Departments efforts thus far. <br /> Councilmember Bullock reiterated the committee deliberation and cited a business'pending <br /> application before the Planning Commission. He also argued for the merits ofparklets. <br /> Councilmember Shachner stated he did not believe the mayor's request is unreasonable, <br /> adding that he just disagreed with how to proceed. He added that the current process is <br /> working. <br /> Councilmember Kepple echoed Councilmember Shachner's sentiments and added change <br /> would cause upheaval for the restaurant industry. She cited the Planning Department's efforts <br /> to help folks and advocated for keeping the status quo while keeping permanent parklet <br /> conversation ongoing. <br /> President O'Malley indicated that he was contemplating withdrawing the motion. <br /> Director Leininger advocated for not including parklets in the extension and allowing them to <br /> continue through the public health emergency while a larger conversation was ongoing. <br />
