Placed on 1st reading & <br />referred to HPD 4/5/21; <br />2nd reading 4/19/21 <br />ORDINANCE NO. 14-2021 By: <br />Bullock, Kepple, Litten, Neff, <br />O'Malley, Rader, Shachner <br />AN ORDINACE to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect an be in force at the earliest <br />period allowed by law, enacting Chapter XX, Public Art Advisory Board, of the Lakewood <br />Codified Ordinances to establish a permanent Public Art Advisory Board for the purpose of <br />collaborating with City officials regarding its public art policies and practices, promoting the <br />City's public art initiatives, and educating residents on the benefits of public art on public and <br />private properties. <br />WHEREAS, recognizing the importance of public art to the social, economic, and <br />environmental benefits to the city, its residents, businesses and institutions, The Public Art Task <br />Force was established in 2015 by City Council to create a public art strategy for the City; and <br />WHEREAS, the Public Art Task Force made nine recommendations to City Council in <br />2016, providing a strategic direction for public art throughout the City of Lakewood; and <br />WHEREAS, the nine recommendations are as follows: Create a public art committee; <br />Determine goals and strategies for publicly commissioned projects vs. privately commissioned <br />projects in public spaces; Identify sources of funding for publicly commissioned projects; Make it <br />somebody's job; Balance Lakewood's art collection through a combination of permanent, <br />temporary, and programmatic arts investments; Help build capacity of local artists; Start small <br />and; Build off of existing cultural assets; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />ordinance is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments, in that there are several City sponsored art <br />programs that will have submittals due in the next several weeks that should be subject to a formal <br />review process; now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 10. Chapter XX, Public Art Advisory Board, is hereby enacted to read as follows: <br />XX.01 Establishment. <br />The Public Art Advisory Board is hereby established with the responsibility of <br />collaborating with City officials regarding its public art policies and practices, promoting the City's <br />public art programs and educating residents on the benefits of public art on public and private <br />properties. The Public Art Advisory Board will also accomplish the following strategic goals: <br />a) Establish a public art process for selecting and implementing projects strategically, <br />efficiently, and equitably. <br />
