b) Ensure public art adheres to the vernacular definition of public art — social offerings in <br />shared public spaces. <br />c) Aspire for a program responsive to the diversity of the community — both emerging and <br />existing <br />XX.02 Membership. <br />The Public Art Advisory Board shall be composed the following members; three members <br />shall be appointed by the Mayor and two members shall be appointed by City Council. <br />Membership of the Board should, to the extent practicable, be made up of one of each of the <br />following: <br />a) A practicing visual artist knowledgeable about two-dimensional work; <br />b) A practicing visual artist knowledgeable about three-dimensional work; <br />c) A recognized expert in the field of public art, educator of the arts, or administrator of an <br />arts organization; <br />d) A member of City Council or City Council's appointee; <br />e) A community representative practicing as an architect or landscape architect; <br />f) The City Architect, or, in the absence of a City Architect, another member of a city <br />department who engages in public art projects as determined by the Mayor, who shall be secretary <br />of the Board and serve as a non -voting member; and <br />g) Additionally, the Director of Public Works, or their appointee, shall serve as a non -voting <br />member. <br />XX.03 Terms. <br />Members of the Public Art Advisory Board shall serve a term of three (3) calendar years and <br />receive no compensation for service. Initial appointment for members listed in section XX.02 (a)- <br />(d) above shall be staggered so that no more than two members' terms expire in a single calendar <br />year. Appointees shall be eligible to serve no more than two full consecutive terms. The initial term <br />shall be considered a full term. <br />Any member, who, for reasons other than sickness or bona fide emergency misses two <br />consecutive meetings within a calendar year, may be removed from the Board. <br />XX.04 Public Records and Reporting Duties. <br />The Public Art Advisory Board shall meet at least quarterly, except when there is no <br />business to conduct, and may meet more frequently to consider specific projects or other matters as <br />may be necessary. <br />Any member who is unable to attend a meeting, whether regular or special, shall notify the <br />Secretary as soon as possible to report whether a quorum can be established. <br />All meetings of the Public Art Advisory Board shall be open to the public and a record of <br />its business be maintained by its members. <br />XX.05 Public Art Administration. <br />The Department of Planning and Development shall administer public art projects with the <br />Public Art Advisory Board. Responsibilities shall include, among others, the following: <br />a) Preparing and adopting guidelines, rules and procedures necessary to implement public all; <br />b) Developing and updating a city-wide public art map identifying public art opportunities <br />within the City of Lakewood; <br />c) Advising on request for qualifications and request for proposals and assisting in the process <br />of selecting artists and artwork for each project; <br />d) Producing and disseminating educational and promotional materials on public works of <br />art; <br />e) Establishing a schedule and standards of maintenance of public art in consultation with the <br />artists; and <br />i <br />
