RESOLUTION 2020-39A - A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law,to amend Resolution 2020-39, adopted August <br /> 3, 2020 in order to extend the curbside express parking program. (pg. 28) <br /> President O'Malley made a motion, seconded by Vice President Litten to refer Resolution <br /> 2020-39A to the Public Safety Committee. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2020-39A was referred to the Public Safety Committee. <br /> 11. Communication from Councilmembers Bullock, Rader, Kepple & Shachner regarding <br /> additional park amenities near Madison Park basketball court. (pg. 30) <br /> Councilmember Bullock made a motion, seconded by President O'Malley to receive and file <br /> the communication. <br /> Discussion: President O'Malley spoke to past successes of reimagining parks and noted that <br /> Madison Park is in his ward. He suggested bringing in parkplanning experts and residents to <br /> make suggestions on how the park can be changed. <br /> Councilmember Rader stated support for going through the planning process to reconfigure <br /> Madison Park, while still keeping residents involved. He suggested incorporating the Saturday <br /> meetings that will be occurring throughout the summer into the planning process. <br /> Councilmember Kepple spoke to some of the specific examples that the community is asking <br /> for in regard to the park's environmental design. She also highlighted the administration's <br /> efforts to expand the community stewards program. <br /> Vice President Litten suggested referring the communication to Committee of the Whole for a <br /> fuller discussion. He noted that the Recreation Department is under the Board of Education, <br /> instead of the city, and encouraged Council to invite representatives from both entities to <br /> ensure consistent programming. President O'Malley agreed. <br /> Public Comment: Matt Bixenstine 2069 Clarence Ave. Mr. Bixenstine spoke on behalf of <br /> the Friends of Madison Park group, and expressed general support for the items outlined in <br /> the communication. He spoke to individual features of the park and proposed a handful of <br /> changes. <br />
