Laura Rodriguez-Carbone 2069 McKinley Ave. Ms. Rodriguez-Carbone spoke on behalf of the Lakewood Outdoor Basketball Committee and shared a letter detailing ideas from community members on how to improve the situation at Madison Park and other courts throughout the city. The letter is attached to these minutes. McKenzie Levi—14811 Hilliard Rd. Mr. Levi applauded the efforts to reclaim the space of the park and critiqued the use of resources in the space around the courts. Randy Brown Mr. Brown agreed that an expert should be sought out for planning and added that the list of improvements is very comprehensive. President O'Malley made a motion, seconded by Vice President Litten to amend the motion to refer the communication to Committee of the Whole. A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. The communication was referred to Committee of the Whole. 12. Re-appointment to the Citizens Advisory Committee from Councilmember Bullock. (pg. 31) Councilmember Bullock made a motion, seconded by President O'Malley to receive and file the communication. A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. The communication was received and filed. 13. Communication from Councilmember Rader regarding participatory budgeting proposal. (pg. 32) President O'Malley made a motion, seconded by Councilmember Rader to refer the communication to the Finance Committee. Two eComments supporting participatory budgeting were entered into the record and are attached to these minutes. A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. The communication was referred to the Finance Committee.
