Mr. Frantz stated how recreation can now be used as a <br /> way to attract and retain residents post-COV/D. He highlighted Kettering, Ohio as a <br /> comparable example to Lakewood, noting their investments in recreation and community <br /> engagement. <br /> Beau Magner& Friends Mr. Magner shared his personal experience dealing with the poor <br /> condition of the city's baseball fields. <br /> Grant McKay—1535 Woodward Ave. Mr. McKay noted the poor condition of the fields and <br /> urged the city to improve them, with a future plan for maintenance. <br /> Mayor George noted her experience working for the Recreation Department for 10 years and <br /> her understanding of the potential/shortcomings of the relationship between the department <br /> and the city. She stated her commitment to working with the schools and the department, <br /> adding that her administration is looking to get a MOU in place soon. She stated she will speak <br /> with the school board and superintendent and will work to make things better. <br /> Councilmember Shachner stated a need to discuss where the Recreation Department is housed. <br /> He asked a variety of questions pertaining to the feasibility to moving it under the city's <br /> jurisdiction, adding that he anticipates follow up in a committee meeting. <br /> Councilmember Rader stated that he will host a committee meeting on this topic. <br /> President O'Malley stated he was unaware of the field conditions, noting that baseball <br /> requires the city's investment to attract and retain families. He added he will get a better <br /> understanding of the issue. <br /> Councilmember Bullock highlighted the positives in citizens setting high expectations for the <br /> fields. He suggested making near term progress and suggested using federal dollars to address <br /> deferred maintenance. <br /> Councilmember Kepple noted that the community is kept safer by engaging young people <br /> proactively through recreation. <br /> Councilmember Neff thanked all those who attended and stated that Council will work to <br /> collaborate and make the necessary improvements. <br /> Motion was amended by President O'Malley, seconded by Vice President Litten to refer the <br /> communication to Public Works & Sustainability Committee. All members voted in favor. <br /> Motion passed. The communication was referred to Public Works& Sustainability Committee. <br /> 12. RESOLUTION 2021-23 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />
