to take effect and be in force at the earliest period allowed by law, authorizing the Mayor <br /> to enter into a memorandum of understanding with the Superintendent of the Lakewood <br /> City Schools regarding the division of duties and responsibilities for the operation and <br /> maintenance of recreation fields and facilities. (pg. 027) <br /> President O'Malley made a motion, seconded by Vice President Litten to refer Resolution <br /> 2021-23 to the Public Works and Sustainability Committee. <br /> All members voted in favor. Motion passed. Resolution 2021-23 was referred to the Public <br /> Works and Sustainability Committee. <br /> 13. Communication from Directors Leininger and Gelsomino regarding the authorization to <br /> enter into agreement and accept grant assistance from the Ohio Department of Mental <br /> Health and Addiction Services. (pg. 030) <br /> President O'Malley made a motion, seconded by Vice President Litten to receive and file the <br /> communication. <br /> All members voted in favor. Motion passed. The communication was received and filed. <br /> 14. RESOLUTION 2021-24 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to take effect <br /> and be in force after the earliest period allowed by law, authorizing Meghan F. George, <br /> Mayor and Shawn Leininger, Director of Planning and Development to enter into an <br /> agreement, secured with a promissory note and 30-year mortgage, with the Ohio <br /> Department of Mental Health and Addiction Services for the purpose of accepting an award <br /> of$250,000 to rehabilitate, repair, and furnish the former Cove United Methodist Church <br /> property to create the City of Lakewood Intergenerational Community Center where <br /> mental health and addiction support services will be provided. (pg. 03 1) <br /> President O'Malley made a motion, seconded by Vice President Litten to refer Resolution <br /> 2021-24 to the Health & Human Services Committee. <br /> It was noted that the deadline for grant acceptance was June 20, 2021, which prompted a floor <br /> discussion to consider the legislation in a timely fashion. <br /> Floor Discussion: Vice President Litten stated that he could not find a reason to not accept the <br /> funds. Councilmember Kepple asked questions regarding the 30 year promissory note <br /> involved in the resolution. The administration indicated that it largely meant that the city would <br /> occupy the building for 30 years. It was added that the resolution involved state capital dollars <br /> that had come to Lakewood previously, and was tied to bringing in new fixtures and furniture <br /> into the building. <br /> President O'Malley made a motion, seconded by Vice President Litten to adopt Resolution <br /> 2021-24. <br />
