MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br /> JUNE 14, 2021 <br /> Auditorium <br /> Present: Councilmembers Shachner, Rader, Kepple <br /> Also Present: Planning Director Leininger, Program Manager Mary Leigh, Clerk Bach taking <br /> minutes <br /> Call to Order: 6:00 p.m. <br /> Approval of the minutes of the April 12, 2021 Housing, Planning & Development <br /> Committee meeting. <br /> A motion was made and seconded to approve the minutes of the April 12, 2021 Housing, <br /> Planning & Development Committee meeting. <br /> All members voted in favor. Motion passed. Minutes approved. <br /> ORDINANCE 20-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Director of Planning and Development or the Mayor <br /> to enter into an agreement with a licensed real estate broker to market for sale the <br /> real property located at 12311 Plover Street, Lakewood, Ohio (PPN 315-22- <br /> 089) and 17450 Shaw Avenue, Lakewood, Ohio (PPN 311-21-062045) for a period of <br /> 180 days, pursuant to Section 155.07 of the Codified Ordinances. <br /> Program Manager Mary Leigh discussed the use of federal HOME dollars used to develop two <br /> new single-family homes as part of the City's affordable housing strategy. The sale of the <br /> property will be restricted to buyers who meet income restrictions. The sale price of the home <br /> will also be restricted. Furthermore, there will be a stipulation in the deed that compels the buyer <br /> to return a portion of the profits to the City if they re-sell the home within ten years. <br /> Ms. Leigh discussed the specifications of the two homes and provided information sheets with <br /> additional detail (attached). The property at 12311 Plover is set up with a first-floor workspace <br /> and incorporates accessibility. The property at 17450 Shaw is larger and has additional <br /> accessibility features. <br /> In response to a committee member question, Ms. Leigh clarified that the buyer must earn no <br /> more than 80% of the Area Median Income (AMI). That amount is in the mid-$40,000s for an <br /> individual. <br /> In response to a committee member question. Ms. Leigh clarified that the maximum sale price of <br /> each home is $265,000.
