She added that the homes are built to be modest and affordable without high-end <br /> finishes. <br /> It was confirmed that there is no cap on the sale price of the home after ten years. <br /> Councilmember Rader recalled that in the past, some Councilmembers had been involved in the <br /> process of selecting a homebuyer from a pool of eligible applicants. He asked if that would <br /> happen again. <br /> Ms. Leigh replied that the Planning Department welcomes Council input and is open to that. <br /> Ms. Leigh explained that once a realtor is selected, the realtor will help to price the house, and <br /> show the home. Prospective buyers have to complete an information sheet with financial <br /> information and a letter of interest to the city. The decision is usually made by a group of three <br /> individuals. The Department tries to pull different people in to get different perspectives. <br /> Councilmember Shachner suggested pulling in individuals from the ADA Task Force and the <br /> and/or the Anti-Racism Task Force to the process. <br /> The Committee and the Planning Department discussed financing pre-approval for applicants. <br /> The Committee and the Planning Department discussed how the contractors for the project were <br /> selected. First, the city put forth an RFP that included a concept that it asked the contractors to <br /> build upon. Some builders were turned off by the city's involvement in the design process. Ms. <br /> Leigh stated that while the process is open, the city is looking to find ways to diversify who <br /> responds to the RFPs. <br /> Upon passage of the legislation, the city will pursue securing a realtor. <br /> The Committee and the Planning Department discussed home affordability and the city's tax <br /> rates. Ms. Leigh stated that it is not as big of a challenge to find a suitable buyer at the 80% AMI <br /> income level but acknowledged that the taxes can be a challenge. <br /> A motion was made and seconded to recommend adoption of Ordinance 20-2021. All members <br /> voted in favor. Motion passed. Ordinance 20-2021 recommended for adoption. <br /> Housing, Planning, & Development Committee adjourned at approximately 6:20 p.m. <br />
