27. ORDINANCE 28-2021 - AN ORDINANCE to take effect immediately, provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law,to provide for creating positions and rates of pay for full-time and celiain part-time annual salaried employees and hourly rate employees not covered by a collective bargaining agreement in the several departments, divisions and offices of the City of Lakewood, including the Chief of Fire, Chief of Police and Civil Service Commissioners and superseding all prior salary ordinances. (pg. 175) Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 28-2021 to the Finance Committee. All members voted in favor. Motion passed. Ordinance 28-2021 was referred to the Finance Committee. 28. Communication from Director Dillinger regarding amending Section 149.08 Vacations of the Administrative Code. (pg. 181) Motion by President O'Malley, seconded by Vice President Litten to refer the communication to the Finance Committee. All members voted in favor. Motion passed. The communication was referred to the Finance Committee. 29. ORDINANCE 29-2021 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, amending Section 149.08 Vacations, of the Lakewood Codified Ordinances to grant vacation time to employees who are hired part time to accrue vacation time and to allow for credit for prior service with the State or any political subdivision of the state and to grant vacation time to part-time employees. (pg. 182) Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 29-2021 to the Finance Committee. All members voted in favor. Motion passed. Ordinance 29-2021 was referred to the Finance Committee. ***PUBLIC COMMENT"" Scott Rising, 1531 Wagar Ave. - Mr. Rising expressed interest in growing the City's greenspace. He reported that he has spoken with Graftech about using part of its property for a low-impact park and that they may be agreeable. He also suggested that the City use greenspace alongside the interstate to plant wildflowers and other foliage that can help slow climate change.
