I thought it was a very educational dialogue <br /> and appreciated the partnership with Council and the administration. <br /> Councilmember Rader:We did refer out affirmatively both Ordinance 24-2021 and Resolution <br /> 2021-33. Move to receive and file the report. Motion to receive and file seconded by President <br /> O'Malley. All members voted in favor. Motion passed. <br /> 8. RESOLUTION 2021-33 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, authorizing the Mayor <br /> and/or Director of Finance or Director of Law to allocate Twenty-Five Million Dollars <br /> ($25,000,000)to effectuate the modernization and construction of the City of Lakewood's <br /> sewer system with such funds allocated from the American Rescue Plan ("ARP") and <br /> Coronavirus State and Local Fiscal Recovery Funds ("CSLFRF"). (Referred to Finance <br /> 6121121) (pg. 050) <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2021- <br /> 33. <br /> Discussion: President O'Malley acknowledged that American Rescue Plan Funds present an <br /> unprecedented opportunity for the City and although there are many ideas on how to use them, <br /> the City's sewer system is one of the most pressing challenges. He remarked about how the <br /> City is under pressure from the EPA to come under compliance with the Clean Water Act and <br /> to protect Lake Erie. He expressed support of this administration and the previous one for the <br /> proactive and creative approaches to meeting these challenges. He pointed out that these <br /> decisions will reduce future rate increases and lessen the burden on Lakewood households and <br /> keep our rates competitive. <br /> Councilmembers Litten, Neff and Kepple expressed support for the expenditure, indicating <br /> that it is an important, worthy and much-needed investment. <br /> On the motion: All members voted in favor. Motion passed. Resolution 2021-33 adopted. <br /> 9. ORDINANCE 24-2021 - AN ORDINANCE to take effect January 1, 2022 amending <br /> sections within Part 9, Streets, Utilities and Public Services Code of the Codified <br /> Ordinances of the City of Lakewood to enact a new impervious surface fee and to establish <br /> a tiered rate for large industrial users of water and sewer in the City of Lakewood. (Is'read <br /> & referred to PWS 6121121; 2nd reading 716121) (pg. 052) <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Ordinance 24- <br /> 2021. <br />
