President O'Malley expressed support for the measure. He emphasized that the fee increase is <br /> minor and that many other communities are doing the same. He remarked that the $2/month <br /> per household will provide the City important resources to ensure clean water. <br /> Councilmember Rader expressed support for the measure and his rationale. <br /> On the motion: All members voted in favor. Motion passed. Ordinance 24-2021 adopted. <br /> 10. ORDINANCE 39-2020 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council to amend <br /> Section 565.02, Authority of Director of Public Works, 565.06, Care of trees during <br /> Building Operations, 565.07, Moving of Trees, 565.10 Prohibited trees, and Section <br /> 565.11,Preservation and Removal of Trees on Public Property, of the Codified Ordinances <br /> of the City of Lakewood to articulate public noticing regarding planned tree removals, the <br /> role of the Tree Advisory & Education Board in the process and the resolved principles <br /> guiding forestry strategy. (Placed on P'reading and referred to PWS 11116120; 2"'reading <br /> 1217120) (pg. 061) <br /> Motion by Councilmember Rader, seconded by President O'Malley to defer Ordinance 39- <br /> 2020. All members voted in favor. Motion passed. Ordinance 39-2020 deferred. <br /> 11. ORDINANCE 25-2021 - AN ORDINANCE to take effect June 19, 2021 provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force at the earliest period allowed by law, amending Section <br /> 149.10, Holidays, of the Lakewood Codified Ordinances, to establish Juneteenth as a City <br /> holiday and observe such holiday on July 2, 2021 and on June 19 of each subsequent year. <br /> (Is'read and referred to R&O 716121) (pg. 066) <br /> President O'Malley remarked that although Ordinance 25-2021 was referred to Rules & <br /> Ordinances at the last meeting, Council will take it up tonight due to the need for timely action. <br /> Motion by President O'Malley, seconded by Vice President Litten to suspend the rules <br /> requiring three readings. <br /> Discussion: Council discussed the immediacy of the matter. Human Resources Director <br /> Dillinger explained that employees who performed overtime on the holiday can not yet be paid <br /> out until the ordinance is adopted. <br /> On the motion: A roll call vote was conducted as follows: <br /> Yeas: Bullock, Kepple, Litten, Neff, O'Malley, Rader <br /> Nays: none <br /> Absent: Shachner <br />
