Finance Chair Bullock delivered the following oral report: <br /> The committee met immediately prior to this council meeting, and we began, but <br /> did not complete, deliberation upon nineteen proposed council budget priorities. <br /> We also reported out favorably the quarterly transfers and advances ordinance, <br /> which is only on second reading tonight, but the committee recommended approval <br /> of that. Regarding the council budget priorities process, we heard a little less than <br /> half of the proposals, but we were able to spend some time with reasonable depth <br /> about an exciting new proposal to expand the skate park. Five or six members of <br /> the public spoke eloquently and with passion and there was another two dozen <br /> citizens who raised their hands in support. We also asked if any citizen present was <br /> in opposition and none were, so unanimous supportfi^om citizens for thatproposal. <br /> So, we got off to a good start and look forward to learning more. We will need to <br /> find more time on the schedule somehow to continue our discussions and that's all <br /> to be figured out in the near future. <br /> Motion by Councilmember Bullock, seconded by President O'Malley to receive and file the <br /> report. All members voted in favor. Motion passed. <br /> 3. ORDINANCE 27-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force at the earliest period allowed by law, authorizing the transfer <br /> and advance of certain funds. (Is'read and referred to Finance 7119121) (pg. 2) <br /> Motion by President O'Malley, seconded by Vice President Litten to defer Ordinance 27-2021. <br /> All members voted in favor. Motion passed. Ordinance 27-2021 deferred. <br /> 4. ORDINANCE '1Qz8 2021 22-2020B - AN ORDINANCE to take effect immediately, <br /> provided it receives the affirmative vote of at least two thirds of the members of Council, <br /> or otherwise to take effect and be in force after the earliest period allowed by law, to <br /> provide for creating positions and rates of pay for full-time and certain part-time annual <br /> salaried employees and hourly rate employees not covered by a collective bargaining <br /> agreement in the several departments, divisions and offices of the City of Lakewood, <br /> including the Chief of Fire, Chief of Police and Civil Service Commissioners and <br /> superseding all prior salary ordinances. (Is'read and referred to Finance 7119121) (pg. 4) <br /> Motion by President O'Malley, seconded by Vice President Litten to defer Ordinance 22- <br /> 2020B. <br /> All members voted in favor. Motion passed. Ordinance 22-2020B deferred. <br /> 5. ORDINANCE 29-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, amending Section <br /> 149.08 Vacations, of the Lakewood Codified Ordinances to grant vacation time to <br /> employees who are hired part time to accrue vacation time and to allow for credit for prior <br /> 2 <br />
