Ordinance 29-2021 deferred. <br /> 6. Committee report from the Housing, Planning & Development Committee regarding <br /> meeting held September 7, 2021. <br /> Housing, Planning & Development Chair Shachner delivered the following oral report: <br /> There were three items on the agenda for this meeting. The first had to do with <br /> the property owned by the City, 1462 Belle Avenue, one of the nine properties that <br /> the city has owned since the 1980s. This one, as you may remember, is the one that <br /> was fire damaged in early 2021. The proposal here is to provide or donate the land <br /> to Lakewood Alive. Lakewood Alive will take that and find a developer to rehab <br /> and maintain the historic look and structure of the home. The home would be <br /> transferred for$2. Lakewood Alive has ninety days to get the property transferred <br /> to a developer who would have 365 days to complete the renovation and then sell <br /> or rent that property. The goal here is to maintain the historic look of this property. <br /> I did ask how that coincided with the affordable housing plan. For me, when we're <br /> weighing affordable housing and historic preservation, I lean towards affordable <br /> housing.Although throughout our discussion Planning Department advised that it <br /> was not viable to use current HOME funds for that property and that this was best <br /> route we have. HOME funds will be used elsewhere. The original goal was to have <br /> three of the of the nine properties be slated for affordable housing and we're set to <br /> reach that goal. That ordinance was favorably reported out to Council. <br /> The next was Resolution 2021-35 which would provide STJS Holdings <br /> $175,000 in economic development funds for their adaptive reuse of Saint James <br /> School and rectory. They are going to be rehabbing it for office space and they <br /> have several commitments fi^om businesses. We do have requirements on them to <br /> complete the project timely and have no fewer than thirty full time employees they <br /> are adding. That resolution was also reported favorably out of committee. Next <br /> was Resolution 2021-36. This has to do with the Bi-Rite building and this was <br /> CDBG funds of$150,000 to assist with their mixed-use historic preservation <br /> adaptive reuse for small scale retail space. They've already received historic <br /> preservation tax credits both fi^om the state of Ohio and the feds. They already <br /> have commitments fi^om several businesses as tenants such as Phoenix Coffee and <br /> Forest City Shuffleboard that will include a bar/restaurant area and simulated <br /> driving ranges. That is going to have a requirement that they hire or that the <br /> project produces thirteen jobs for people that had low-moderate income at their <br /> former job. So that's an exciting development out of our Birdtown neighborhood <br /> in Ward Four. That was approved out of committee and recommended for <br /> approval. <br /> Motion by President O'Malley,seconded by Vice President Litten to receive and file the report. <br /> 3 <br />
