If employees were to leave prior to actually earning their vacation time, <br /> they would owe it back to the city. <br /> Councilmember Shachner stated that the prior service credit makes sense,but that he was <br /> philosophically against advances on vacation when coming from the private sector to the <br /> public one. Director Dillinger indicated that the mayor could grant 40 hours of time, <br /> however that time would be deducted the next year and would be owed back in some form. <br /> Councilmember Shachner stated that was a reasonable accommodation. <br /> Councilmember Neff stated that most agencies prohibit taking vacations in their first 6 <br /> months, as opposed to Lakewood's 1-year policy. Director Dillinger used her personal <br /> situation as an example, highlighting how this policy would allow flexibility as opposed to <br /> only being focused on one's hire date. <br /> Chairman Bullock stated his desire to understand the proposal more before a vote. He <br /> asked to keep the ordinance in committee until mid-October to focus on getting through <br /> budget priorities. The administration thought that would be fine, as it has an effective start <br /> date of January 1. In the meantime, HR will share other cities ordinances on the topic, of <br /> which Lakewood's proposal is a nice blend. Committee members and the administration <br /> then discussed the timing of the ordinance's approval. <br /> ORDINANCE 27-2020A -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> amending Ordinance 27-2020 adopted December 21, 2020,authorizing the Mayor <br /> (Director of Public Safety), the Director of Public Works, the Director of Law, the <br /> Director of Finance, and/or the Purchasing Manager to enter into contracts for <br /> professional services, and to advertise for bids and enter into contracts for the <br /> purchase of repair maintenance and operating supplies, services and equipment as <br /> authorized by the 2021 Appropriation Ordinance and the Administrative Code of the <br /> City of Lakewood with the lowest and best bidder or bidders or as otherwise <br /> provided by law. (1St read and referred to Finance 9/7/21) <br /> Director Rancatore reviewed the line items that the administration was seeking for <br /> increases in its purchasing/contracting authority, highlighting needs in healthcare,the <br /> Rockport TIF, solid waste disposal/recycling, generator maintenance, fitness equipment, <br /> Cove Church, and polymer flocculants for the wastewater treatment plant. <br /> The manager of the wastewater treatment plant then gave a brief presentation on how <br /> polymer flocculants are crucial to the operation of the plant and its processing of hundreds <br /> of thousands of gallons of sludge,with the plant running as a 24/7 operation. <br /> Councilmembers expressed a desire to tour the facility. <br /> Brief discussion ensued on the city's shift to Kimble recycling as the city of Cleveland <br /> revamps its recycling program. <br /> 3 <br />
