2. Committee report regarding Finance Committee meetings held September 27, 2021 & <br /> October 4, 2021 (to be provided) <br /> Chairman Bullock delivered the following oral report: <br /> The Finance Committee met last Monday and tonight to work through our <br /> deliberations on 19, and now actually 22 proposed council budget priorities. <br /> We used the time to hear in detail the proposals from each sponsoring <br /> councilmember, to ask questions, to get the feedback from the administration <br /> and to anticipate how the process would proceed and conclude in terms of the <br /> budget. Tonight, we continued that. We heard four new proposals. We also <br /> discussed whether City Council wanted to rank order the priorities in some <br /> manner and decided that at this time no, we did not. But we might do so in the <br /> near future as the budget book is produced in the accompanying budget <br /> ordinances are produced and so the committee concluded its work by <br /> recommending to the full council for adoption the resolution amended to <br /> include all 19 proposals in attachment A as listed in a substitute attachment A <br /> that we have with us. In addition, we anticipate on the floor tonight, <br /> consideration of a proposed amendment to add three more proposals that <br /> Councilman O'Malley framed up in his remarks. That concluded our <br /> discussion. I just want to compliment all councilmembers and thank the staff. It <br /> is quite a lot of work involved and the council clerk and the legislative liaison <br /> did a lot of work to keep all of us coordinated -that's necessary and detail- <br /> oriented work that kept us on track. Secondly the council members all really <br /> did a nice job of incorporating feedback from constituents from their own <br /> professional expertise and we're making proposals that I believe can improve <br /> our city, improve the operations of the City Hall and personnel, and continue <br /> the innovation of Lakewood. And that's part of the secret of our success I think <br /> is that annually we're always looking to not rest on their laurels but improve in <br /> many different ways. So, I was very pleased and grateful to my colleagues in <br /> that regard. Finally, thanks to the administration for the collegiality in which <br /> we conducted our deliberations. <br /> Motion by Councilmember Bullock, seconded by President O'Malley to receive and file the <br /> oral report. All members voted in favor. Motion passed. <br /> 3. RESOLUTION 2021-40 - A Resolution to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law to formally identify agreed- <br /> upon priorities that Council would like to see reflected in the 2022 budget.
