The committee then discussed the timeline of ARP funding and short term and long term <br /> strategies to addressing public safety issues, noting the success of the weekly block parties that <br /> have been taking place at Madison Park. Mayor George spoke to the positive conversations she <br /> has had with Every Town for Gun Safety, who concurred with Lakewood's approach to <br /> addressing gun violence in the community. <br /> RESOLUTION 2021-29 - A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least five members of Council, or otherwise to take effect and be <br /> in force after the earliest period allowed by law, authorizing the Mayor as Director of <br /> Public Safety, or her designee, to enter into agreements to house prisoners from other <br /> jurisdictions where staffing of the Lakewood Jail and space permits. (Referred to Public <br /> Safety 6/7/21) <br /> Chief Kaucheck stated his department was approached by Fairview Park police about jail space, <br /> as North Olmsted is shutting down its own jail in July to do renovations. He noted that Fairview <br /> doesn't have a lot of prisoners, indicating it would not be a big boost in revenue but would help <br /> operational efficiency. Upon further questioning from the committee, he added that holding other <br /> communities' prisoners is common practice and that Lakewood has asked other communities to <br /> hold its own as well. <br /> Chief Kaucheck also spoke to the recent renovations at the Lakewood jail. They mainly focused <br /> on securing the perimeter of the structure to comply with state standards. Jail capacity was <br /> reviewed, noting jail space is anticipated in the future due to recent bond reform. <br /> Councilmembers spoke to how jail renovations and assisting neighboring jurisdictions help to <br /> increase regional safety. <br /> Chairwoman Neff made a motion, seconded by Councilmember Litten to recommend passage of <br /> Resolution 2021-29 by the full Council. All members in favor. Motion passed. <br /> RESOLUTION 2021-30 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least five members of Council, or otherwise to take effect and be <br /> in force after the earliest period allowed by law, authorizing the Director of Finance to sell <br /> surplus ammunition to the City of Bay Village. (Referred to Public Safety 6/7/21) <br /> Chief Kaucheck stated that the police department is transitioning from 40 caliber glock pistols to <br /> 9mm glock pistols. The city of Bay Village asked to purchase the 40 caliber ammo at full cost. <br /> Councilmember Bullock clarified that the use of ammunition largely from practice shooting and <br /> not from officers discharging their weapons in the line of duty. Chief Kaucheck concurred and <br /> added that each officer shoots 100-200 rounds a year during departmental in-services. Typically <br /> officers will shoot less than 10 a month to qualify for continuing certifications. He concluded <br /> that officers sometimes put injured deer down in the line of duty, approximately 5 a year. <br />
