Chairwoman Neff made a motion, seconded by Councilmember Litten to recommend passage of <br /> Resolution 2021-30 by the full Council. All members in favor. Motion passed. <br /> ORDINANCE 21-2021 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force at the earliest period allowed by law, amending Sections within <br /> Chapter 144 Civil Service Commission to allow lateral entry police officers to be hired with <br /> a grant of seniority for purposes of salary based on prior civil service police service. <br /> (Referred to Public Safety 6/7/21; 2"d reading 6/21/21) <br /> Director Dillinger discussed how the police department successfully hired a lateral transfer <br /> earlier in the year, the first in quite some time, and the city's interest in bringing more in. She <br /> discussed the motives officers might have in coming to Lakewood, such as the nice community, <br /> 12-hour shifts, and higher salaries than other departments. The police union board agreed to <br /> count a lateral officer's every 2 years of previous experience (up to 6 years maximum) for 1 year <br /> of Lakewood time. Transfers must have spent 6 years with Lakewood before being eligible for <br /> promotion. <br /> Chairwoman Neff spoke to her positive experience interacting with the Ward 1 officer <br /> responsible for her ward. <br /> Councilmember Litten questioned how a lateral entry might alter the city's screening process. <br /> Chief Kaucheck stated they are vetted thoroughly and could not hide any more than a regular <br /> citizen applying for the job. Chief Kaucheck noted that many of the laterals move quicker <br /> through the field training process quicker than new hires due to their previous experience. <br /> Chairwoman Neff made a motion, seconded by Councilmember Litten to recommend passage of <br /> Ordinance 21-2021 by the full Council. All members in favor. Motion passed. <br /> Public Comment—Jim Kenney — 1554 Elbur Ave. —Mr. Kenney spoke about issues he and his <br /> family are having with accused drug dealing/drug dealers on his block. Committee members <br /> along with Chief Kaucheck and Mayor George discussed approaches to addressing the problem. <br /> All parties committed to work together to see that any criminal activity is addressed. The police <br /> department will be following up on the complaint. <br /> The meeting was adjourned at 6:58 p.m. <br />
