MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> November 1, 2021 <br /> Auditorium <br /> Present: Councilmembers Rader, Bullock, Shachner <br /> Also Present: Director Ducu, Engineer Papke, Director Leininger, Chief Dunphy, Director <br /> Corrigan, Clerk Bach, Deputy Clerk Lascu taking minutes <br /> Call to order: 7:05 p.m. <br /> Approval of the minutes of the Public Works & Sustainability Committee held July 27, <br /> 2021. <br /> Chairman Rader approved the minutes without objection. <br /> RESOLUTION 2021-41 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Lakewood <br /> City Engineer to prepare and submit an application to participate in the Ohio Public <br /> Works Commission State Capital Improvement and/or Local Transportation Improvement <br /> Program(s) and to execute contracts as required. (Referred to PWS 9/7/21) <br /> Engineer Papke stated that the city sent two grant applications to the Ohio Public Works <br /> Commission (OPWC), one being for 2023 water main replacements on Elmwood and Reveley <br /> from Madison to Athens, and on Parkwood from Detroit to Madison. Public Works worked with <br /> other departments to determine which streets would be best for water main replacement. The <br /> other application concerned the Lakewood interceptor tunnel rehabilitation project, which <br /> involves the replacement of 19,000 linear feet of tunnel lining. The infrastructure was built in the <br /> early 1900s and is experiencing failures on the roof of the interceptor due to the hydrogen sulfide <br /> that's turning into acid. This project has been deemed a very high priority as it is part of the <br /> city's Integrated Wet Weather Improvement Plan (IWWIP). <br /> Chairman Rader inquired about the amount of the number of projects submitted for grant <br /> applications. Engineer Papke iterated that just two projects were submitted and that each was <br /> scored on its own merit and against the merit of other applicants. Chairman Rader asked for <br /> more detail on the water main improvements, specifically what they involved and the timeframe. <br /> Mr. Papke indicated that improvements to Parkwood would be IWWIP related, involving <br /> manhole separations, new test Ts, lateral lining for each property. Elmwood and Reveley <br /> improvements would involve lining and pavement repairs. Construction on the projects would be <br /> anticipated for 2023, with the design being done next year. <br /> Motion by Chairman Rader, seconded by Councilmember Shachner to recommend Resolution <br /> 2021-41 for approval by the full Council. <br />
