MINUTES OF THE FINANCE COMMITTEE <br /> November 1, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Litten & Neff <br /> Also: Director Rancatore, Director Dillinger, Director Corrigan, Clerk Bach, Deputy Clerk Lascu <br /> taking minutes <br /> Call to Order: 5:40 p.m. <br /> Approval of the minutes of the Finance Committee held October 4, 2021. <br /> Motion by Chairman Bullock, seconded by Councilmember Litten to approve the minutes. <br /> Councilmembers Bullock and Neff voted in favor,with Councilmember Litten being absent. <br /> Motion passed. The minutes were approved. <br /> ORDINANCE 29-2021 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, amending Section 149.08 <br /> Vacations, of the Lakewood Codified Ordinances to grant vacation time to employees who <br /> are hired part time to accrue vacation time and to allow for credit for prior service with the <br /> State or any political subdivision of the state and to grant vacation time to part-time <br /> employees. (1st read and referred to Finance 7/19/21; 2nd reading 9/7/21) <br /> Chairman Bullock and Director Dillinger discussed components of a substitute version of <br /> Ordinance 29-2021that was being proposed by the administration. The substitute changes the <br /> 200 hours worked requirement for vacation eligibility to 120 hours. Ordinance 29-2021 stands to <br /> impact 19 full-time employees who have prior service credit. The ordinance allows for more paid <br /> time off for those individuals. The legislation was taken up to improve retention and recruitment <br /> for part time employees as well. Other governments in the region, such as North Ridgeville, <br /> Cleveland, and Cuyahoga County among others, all honor prior government service in their <br /> benefits packages. Director Dillinger provided a written full analysis of other West Shore <br /> community ordinances to Council prior to the committee meeting. <br /> Chairman Bullock noted Director Dillinger's survey of the west side and asked for some clarity <br /> on what most communities do. Director Dillinger indicated that the majority of Lakewood's <br /> neighboring cities do offer prior service credit and that the benefit has gained popularity in <br /> helping retain qualified employees. She noted that Lakewood cannot necessarily provide higher <br /> salaries like other communities do, but offering the benefit appeals to the newer generations of <br /> workers who value a family life/work balance. Chairman Bullock added that there seems to be <br /> no out of pocket cost until the employee draws down on that benefit. <br />
