Director Dillinger spoke to an example where the city was able to hire a talented employee in the <br /> Streets Division with 25 years' experience but could not offer the individual a week vacation <br /> credit under the current ordinance. <br /> Councilmember Neff presented a hypothetical scenario where the city might hire an employee <br /> from another city who has a background in finance to Lakewood's Public Works Department. <br /> She inquired if any analysis was done on whether these would be treated as equivalent positions. <br /> Director Dillinger stated that Human Resources would verify previous service by requesting an <br /> individual's PERS statement and that just the years of service would provide the across the board <br /> standard. <br /> Chairman Bullock asked Councilmember Neff if the proposal made sense from her perspective. <br /> Councilmember Neff stated that it made sense and served as a good way to attract experienced <br /> talent. Director Dillinger added that credit goes to previous full-time experience, and that part <br /> time employees come in with 40 hours of time and receive credit based on hours worked in the <br /> previous year. She then provided examples of full-time and part time employees' accruals of <br /> vacation time and how each process worked. <br /> Chairman Bullock stated that the proposal sounded sensible and serves as a good way to attract <br /> talent. He spoke to hiring trends with police. He added that the proposal was for non-bargaining <br /> employees and asked whether it would be reflected in the bargaining unit side. Director Dillinger <br /> anticipated the topic arising next year during contract negotiations. <br /> Chairman Bullock concluded with statements regarding personnel being a key driver for city <br /> budget costs, noting employee head count and the increased costs that come with it. He asked <br /> that the Human Resources Department come up with an annual report to track personnel <br /> numbers and benefits. Director Dillinger stated that her department is looking into creating <br /> employee statements that can be provided to every employee to show their benefits, which would <br /> give them a picture of the real value that they're worth. She added when there is a new vacancy, <br /> she meets with other department heads and the mayor to determine if the position is necessary <br /> and whether the duties of the job can be divided among existing roles. Chairman Bullock asked <br /> that City Council be continually informed. <br /> Motion by Chairman Bullock, seconded by Councilmember Neff to recommend substitute 42 of <br /> Ordinance 29-2021 for adoption by the full Council. All members voted in favor. Motion passed. <br /> Ordinance 29-2021 was recommended for adoption as substituted. <br /> The meeting was adjourned without objection at 5:58 p.m. <br />
