Councilmember Bullock applauded the improvements to the Detroit/Sloane intersection and the <br /> connection between the Metroparks and the city. In response to a question, Assistant Director <br /> Milius explained the plan for public art at the intersection in 2023. <br /> Engineer Papke discussed the Hilliard Road resurfacing and re-striping project to begin in 2022. <br /> The project will create a new bike lane path from Riverside to Warren. It is also looking like a <br /> new crosswalk will be added at Arthur and Hilliard. In response to a question, Engineer Papke <br /> discussed the potential for buffered bike lanes. The County was not willing to pay for protected <br /> lanes and so the city will add "edging"to the lanes. Once the project is funded and complete, the <br /> city can add on to the edging in the future if funding allows. In response to questions, Engineer <br /> Papke clarified that the project's bike lanes will not be painted green, due to costs. Bike boxes <br /> are also not planned. <br /> Engineer Papke outlined the 2021 resurfacing, striping and signals projects as well as those <br /> projects planned for 2022. He described a project, to be started next week that will use GPS <br /> sensors to re-time all the signals on Detroit to promote easier travel through the city. He recently <br /> received news that ODOT may help pay for a similar re-timing of signals on Clifton. <br /> Councilmember Neff asked that the timing of the signal at Hilliard and Riverside be looked into, <br /> noting that it is exceptionally long. <br /> He highlighted that the Pavement Condition Rating survey will be completed in 2022. It is <br /> conducted every 4 years. <br /> He updated the Committee on Community Confluence projects to be designed in 2022. He noted <br /> that the Hilliard Bridge project has an all-purpose path planned to transition on Hilliard and <br /> Hogsback. Councilmember Bullock advocated for improvements to pedestrian and cyclist safety <br /> on Hogsback. <br /> In response to a question, Engineer Papke provided assurance that CDBG funds are being used to <br /> the fullest extent. He noted that CDBG funds and ODOT funds can not be combined to fund <br /> projects. CDBG funds will be used for 2022 resurfacing and to supplement a portion of the <br /> watermain projects. <br /> In response to an inquiry from President O'Malley, Engineer Papke spoke in detail about the <br /> traffic signal re-design at Ridgewood and Hird. The signals were considered unwarranted by <br /> ODOT, requiring that the city pay the full price of$850,000. These are among the only signals <br /> left on Detroit that are not on poles. <br /> IWWIP Progress Update <br /> Engineer Papke provided updates on IWWIP progress in 2021. The High-Rate Treatment Plant is <br /> almost ready to go, with calibrations taking place now. Engineering and design for the <br /> interceptor tunnel rehabilitation will begin in 2022. Construction will begin in 2023. The total <br /> project cost will be $26.4M. Engineer Papke remarked that this kind of work is a niche specialty, <br /> usually performed by Marra Services, which performs the work regularly for the Sewer District. <br /> 3 <br />
