Discussion: Discussion ensued regarding the effective date of Ordinance 52-2021. The administration confirmed that the effective date in Jan. 1, 2021 and that the legislation will be retroactive. Councilmember Bullock remarked on some of the highlights of the 2022 budget. He thanked the administration for including all of the council budget priorities in the budget. He suggested that more Council and the administration work together in 2022 to appropriate ARPA funds. 7
