Councilmember Litten thanked the administration, the Finance team, Chairman Bullock and
councilmembers.
On the motion: A roll call vote was taken as follows:
Yeas —Bullock, Kepple, Litten, Neff, Rader, Shachner
Nays —None
Items 45 - 419 were adopted.
20. Committee report regarding Public Works & Sustainability Committee meeting held
December 13'h and December 20th, 2021. (to be provided)
Chairman Rader delivered the following oral report:
There were two meetings held on those dates December 13th and tonight,
of the Public Works & Sustainability Committee to hear one piece of
legislation. In fact, we had one meeting to that, so these were our second
and third meetings on the EV charger fee ordinance. First, Id like to give
a thanks to Director Leininger and City Planner Davis Baas for pulling
together what I think is a progressive and comprehensive,forward-thinking
ordinance that we have thorough vetted. David Baas gave us a great
presentation. We asked a lot of questions of him of this piece of legislation,
that sets up a fee structure for our EV chargers. We know there will be more.
We know we have to start planning for our future, saving up for
replacements and expansion. Councilmember Bullock also reached out to
Clean Fuels Ohio and got them to vet the proposal as well. We came to the
conclusion that this is an ordinance that makes a lot ofsense for Lakewood
right now and puts us int eh same league as places like Shaker and other
places doing things like this. We recommended this for adoption as
substituted. We had a minor change to correct a clerical error. On the floor,
I would like to add one additional change to add a reference to the penalties
section that Director Leininger pointed out to us today should be added.
Motion by Councilmember Rader, seconded by Vice President Litten to receive and file the
oral report. All members in favor. Motion passed. The report was received and filed.
21. ORDINANCE 33-2021 - AN ORDINANCE to take effect immediately provided it
receives the affirmative vote of at least two thirds of the members of Council to create
Chapter 357 Electric Vehicle Charging Stations within the Lakewood Codified
Ordinances. (Is'read and referred to PWS 1014121; 2"d reading 10118121) (pg. 73)
8
