ORDINANCE 09-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, authorizing <br /> the Director of Finance to enter into Equipment Leases in forms approved by the <br /> Director of Law on behalf of the City of Lakewood ("City"). All <br /> members voted in favor. Motion passed. Ordinance 09-2022 adopted. <br /> 5. Housing, Planning & Development Committee report regarding meeting held March 21, <br /> 2022. (to be provided) <br /> Chairman Bullock delivered the following oral report: <br /> The Housing, Planning and Development Committee met tonight and considered <br /> two pieces of legislation. We first considered and disposed of Ordinance 5-2022 <br /> which is the legislation we discussed at the last meeting that a structural <br /> engineer's report be required every three years for certain large structures and <br /> for underground and above ground parking lots. There were some amendments <br /> that were brought forward in partnership between Councilmember Baker and the <br /> Law Department. The committee moved to approve those amendments as a <br /> substitute and then we also made two additional changes to the date in the <br /> opening paragraph from November 30 to November Is'. In Section 2 we changed <br /> 18 months to 12 months and corrected a typo. I am happy to explain further if <br /> councilmembers have any questions. The committee moved to recommend <br /> adoption of the ordinance as substituted and amended. <br /> The second was Ord. 13-2022 which would make partial changes to the existing <br /> ordinances that govern fees for medical mariivana dispensaries, of which we have <br /> two in Lakewood. The driving point here is that the State made a change and the <br /> City really has to come into compliance with that change. The committee had a <br /> two-part discussion. Number one was what is the revenue that we collected could <br /> have collected? Second, we got a report about the actual experience with the <br /> businesses and their routine annual inspections. I am happy to report that the <br /> annual inspections have been smooth. Minor repairs have been made here and <br /> there and no problems that anyone can recall hearing about have been received. <br /> In our experience these are good business neighbors who have done a good job <br /> building and operating a business. On the revenue, the committee asked questions <br /> that I think we need to do more work on to understand the scope of what we might <br /> 4 <br />
