Director Corrigan responded that the permit fee was not in jeopardy to the best of his
knowledge.
On the motion: All members voted in favor. Motion passed. Ordinance 13-2022 deferred.
8. Public Works & Sustainability Committee report regarding meeting held March 21,
2022. (to be provided)
Chairman Rader delivered the following oral report:
The Public Works & Sustainability Committee met tonight, March 21s'. Both
members, Baker and Bullock were present, so we had a full committee plus
members of the administration and other councilmembers. We heard one
ordinance and one resolution. The ordinance was reauthorizing the HELP
Foundation contract. From what we have heard from the administration and
personal experiences, everyone is happy with the HELP Foundation running the
snack center at Lakewood Park and were enthusiastic about pursuing the next
year of operation there and continuing that contract. There will be coffee next
year. That's exciting. So, very happy to hear that and happy that moved forward.
Councilmember Bullock brought up a good point, making sure the contract
language was expansive enough to make sure that if hours of operation wanted to
expand, we would have that leeway. We seem to think there is... This ordinance,
we did refer back for adoption tonight. It authorizes the mayor to enter into an
agreement. Perhaps we can look at that language to make sure it is expansive
enough to allow them to operate as often as possible to make sure they are
serving our residents. Because we know our park will be in very high demand this
season. We are very excited to recommend that for approval tonight.
The second piece of legislation was a resolution. This deals with 225
square feet at the corner of McKinley and Hilliard. It's an easement that gives us
permission to do improvements on that corner in exchange for sidewalk
replacement for the resident. It will make that corner safer. It moves the pole back
on the property and protects the resident who has had issues with cars driving
through it. It is a win-win for the city. It gets our equipment there to protect in
between and opens up that corner a little bit and replaces that sidewalk. I'm very
happy to approve that easement and recommend it for adoption tonight.
Motion by Councilmember Rader, seconded by President O'Malley to receive and file the
report. All members voted in favor. Motion passed.
9. ORDINANCE 10-2022 —AN ORDINANCE to take effect immediately provided it
receives the affirmative vote of at least two thirds of the members of Council, or
otherwise to take effect and be in force after the earliest period allowed by law,
authorizing and directing the Mayor to enter into an amendment to the concession lease
agreement with HELP Foundation, Inc. for the operation of food concessions at
Lakewood Park, pursuant to Section 155.08 of the Codified Ordinances.
