MINUTES OF THE COMMITTEE OF THE WHOLE <br /> April 11, 2022 <br /> Auditorium <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Rader, Shachner <br /> Also Present: Mayor George, Chief of Staff John Storey, Planning Director Leininger, Tracey <br /> Nichols of Project Management Consultants, Brent Sobczak from CASTO, Scott Simon of North <br /> Pointe Realty, Clerk Bach taking minutes, approximately 20 members of the public <br /> Vice President Litten acknowledged and excused the absence of President O'Malley. <br /> Call to Order: 6:09 p.m. <br /> Approval of the minutes of the April 4, 2022 Committee of the Whole. <br /> Motion made and seconded to approve the minutes of the April 4, 2022 Committee of the Whole. <br /> All members voted in favor. Motion passed. Minutes approved. <br /> Communication from Mayor George, President O'Malley & Director Leininger <br /> regarding resolution authorizing the negotiation of a development agreement based <br /> on the executed term sheet with CASTO and North Pointe Realty for the Downtown <br /> Development. (Referred to COW 4/4/22) <br /> RESOLUTION 2022-14 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the negotiation of an agreement by and between the City of Lakewood, <br /> Ohio, a municipal corporation and political subdivision in and of the State of Ohio <br /> (the "City"), related to the development of City-owned property at the southeast <br /> corner of Detroit Avenue and Belle Avenue. (Referred to COW 4/4/22) <br /> Director Leininger presented proposed topics of discussion for the Committee of the Whole <br /> meetings today, April 18'', and April 25h. <br /> Mr. Sobczak described the process over the course of a year in which CASTO, city staff and the <br /> advisory panel were engaged in developing the current version of the site plan. The first version <br /> of the site plan included high density, large towers, a hotel, and a partially submerged parking <br /> garage. Once this plan was priced out, it was found to be prohibitively expensive. <br /> A revised version of the plan was initiated which sought to substitute high-rise construction with <br /> mid-rise construction to capture savings and close the financial gap. In this version, a hotel was <br /> deemed to be too costly in the current market and preserving only the facade of the Curtis Block <br /> was proposed to save additional costs. Still, costs remained too high. <br /> 1 <br />
