Report from Councilmember Kepple regarding the ADA Task Force meeting held <br /> March 22, 2022. (pg. 034) <br /> Motion by Councilmember Kepple, seconded by President O'Malley to receive and file the <br /> written report. All in favor. Motion passed. The written report was received and bled. <br /> 16. Communication from Vice President Litten regarding Police Department 2021 Annual <br /> Report. (pg. 036) <br /> Motion by Vice President Litten, seconded by President O'Malley to receive and file the <br /> communication and refer it to the Public Safety Committee. All in favor. Motion passed. The <br /> communication was received and filed and referred to the Public Safety Committee. <br /> 17. Communication from Mayor George, President O'Malley & Director Leininger <br /> regarding resolution authorizing the negotiation of a development agreement based on <br /> the executed term sheet with CASTO and North Pointe Realty for the Downtown <br /> Development. (pg. 037) <br /> Motion by President O'Malley, seconded by Vice President Litten to refer the communication <br /> to the Committee of the Whole. All in favor. Motion passed. The communication was referred <br /> to Committee of the Whole. <br /> 18. RESOLUTION 2022-14 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the negotiation of an agreement by and between the City of Lakewood, <br /> Ohio, a municipal corporation and political subdivision in and of the State of Ohio (the <br /> "City"), related to the development of City-owned property at the southeast corner of <br /> Detroit Avenue and Belle Avenue. (pg. 08 1) <br /> Motion by President O'Malley, seconded by Vice President Litten to refer Resolution 2022-14 <br /> to the Committee of the Whole. <br /> Discussion: Councilmember Rader expressed a desire to hear about the environmental impact <br /> analysis of the development and green infrastructure concepts could be incorporated into it. <br /> Vice President Litten added he would like to understand the mechanics of the Ohio EPA's <br /> decisions on the site and how they would affect its transition to a new owner. Councilmember <br /> Bullock expressed a desire to meet with CASTO and Roundstone representatives and for <br /> extensive public deliberation on the project. <br /> Public Comment: Ian Andrews ofLakewood Alive—14650 Detroit Ave. Mr. Andrews stated <br /> that Lakewood Alive is a willing partner in ensuring the success of the development.
