In response to a question, Mr. Keiper explained that in fall 2022, residents will receive a letter <br /> with information about the program, its terms and conditions, and information about opting out. <br /> He explained that customers can opt-out online or via the call center. <br /> Mr. Keiper discussed NOPEC's current role in local green energy and its future goals in this <br /> regard as well as NOPEC's record of consumer advocacy. <br /> In response to a question, Mr. Keiper described the Renewable Energy Credits (RECs). They <br /> are generated by EarthEra Trust for new solar and wind facilities in the U.S. & Canada. <br /> Councilmember Bullock spoke about the advantages of aggregation and the value that NOPEC <br /> delivers over its for-profit competitors. He explained some of the supply challenges for Ohio- <br /> based green energy. <br /> In response to a question, Mr. Keiper explained that NOPEC can not send mailings to residents <br /> contracted with another supplier. He explained who is and is not eligible to receive the "refresh" <br /> mailer. The program will take effect Jan. 2023. <br /> Vice President Litten expressed his intention to defer the legislation to allow another week of <br /> public awareness, without scheduling a committee meeting. <br /> On the motion: All members voted in favor. Motion to receive and file passed. <br /> 6. RESOLUTION 2022-17 -A RESOLUTION to affirm the City of Lakewood's <br /> participation in NOPEC's electricity aggregation program and to elect affordable, <br /> turnkey clean energy service, among other consumer choices. (pg. 032) <br /> Motion by Vice President Litten, seconded by Councilmember Kepple to defer Reso. 2022-17. <br /> All members voted in favor. Motion passed. Reso. 2022-17 deferred. <br /> 7. Communication from Vice President Litten regarding re-codification of ordinances. (pg. <br /> 034) <br /> Motion by Vice President Litten, seconded by Councilmember Kepple to receive and file. All <br /> members voted in favor. Motion passed. <br /> 8. ORDINANCE 17-2022 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, to approve <br /> the editing and inclusion of certain ordinances as parts of the various component codes <br /> of the Codified Ordinances and to provide for the publication of such new matter.
