All members voted in favor. Motion passed. <br /> 2. Public Safety Committee Report regarding meeting held May 16, 2022. (to be provided) <br /> Chair Baker provided the following oral report: <br /> We had our Public Safety Committee today. We approved minutes of the last <br /> meeting. We heard both the mayor's communication dedicating the ARPA funds <br /> as well as the resolution dedicating the ARPA funds. Particularly as it relates to <br /> public safety, there was a request to use funds to hire four more police officers <br /> and we heard some commentary from Detective Herpka and Investigator Bunner <br /> from the Police Department, specifically representing the union, and heard some <br /> of the challenges they are having recruiting and bringing in new officers. This is a <br /> way to bring in officers now to potentially blunt some of the retirements later so <br /> we can have more resiliency within our police department and maintain coverage <br /> for things that make Lakewood Police different and exceptional in our community, <br /> including school resource officers, ward officers and the like. Also, Downtown <br /> Cleveland Alliance was here. Ed Eckert and Melissa Kreiger went through and <br /> explained the park ambassador program that sounds like they are using a couple <br /> ofdifferent models but creating a new one for Lakewood focusing on public safety <br /> and community building. Understanding that there will be staff dedicated for the <br /> three years and they will receive DEI training, de-escalation training, CIT <br /> training focused on public safety and community building. We had a lot of good <br /> testimony and discussion on that point. The communication was received and <br /> filed, and the resolution was recommended for adoption. <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the oral <br /> report. <br /> Discussion: Councilmember Rader asked how community feedback will be incorporated into <br /> the program's development, noting that community groups will want input into the program. <br /> Mayor George responded that that will be considered and is being planned for. <br /> On the motion: All members voted in favor. Motion passed. <br /> 3. RESOLUTION 2022-16 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor and/or Director of Finance or Director of Law to allocate One <br /> Million Nine Hundred Thousand Dollars ($1,900,000) to for public safety with such <br /> funds allocated from the American Rescue Plan ("ARP") and Coronavirus State and <br /> Local Fiscal Recovery Funds ("CSLFRF").
