13. ORDINANCE 18-2022 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by Iaw, authorizing <br /> the transfer and advance of certain funds. (pg. 17) <br /> Motion by President Litten, seconded by Vice President Kepple to refer Ordinance 18-2022 to <br /> Finance Committee. All members voted in favor.Motion passed. <br /> ***LIQUOR PERMITS*** <br /> 14. Liquor Permit Notice regarding Riser Foods Co. at 14013 Detroit Rd. (pg. 19) <br /> Motion by President Litten, seconded by Vice President Kepple to defer. All members voted in <br /> favor. Motion passed. Item deferred. <br /> ***PUBLIC COMMENT*** <br /> Pat Bellasch—2216 Woodward—Mr. Bellasch suggested that elected officials establish rules to <br /> prevent conflicts of interest. He asked for an update on the hospital redevelopment. He criticized <br /> the city's decision to contribute the land to the project and asked for an updated appraisal of the <br /> land. <br /> President Litten remarked that all elected officials complete a financial disclosure filing with the <br /> State Office of Ethics, which addresses conflicts of interest. <br /> ***ANNOUNCEMENTS*** <br /> Director Leininger announced a special joint meeting of Planning Commission and ABR to <br /> discuss the Downtown Development on Tuesday May 17' at 6:00 p.m. There was discussion <br /> about livestreaming the meeting. <br /> Motion by President Litten, seconded by Vice President Kepple to adjourn. <br /> The meeting was adjourned at 9:00 P.M. <br /> Approved: <br /> J n Litten, President of Council <br /> Maureen M.
