Motion by President Litten, seconded by Vice President Kepple to receive and file the <br /> communication. <br /> Discussion: Councilmember Bullock urged a new approach on guns in America, and <br /> acknowledged the work ofhis colleagues and Mayor on the issue ofgun violence. <br /> On the motion: All in favor. Motion passed. The communication was received and filed. <br /> 11. RESOLUTION 2022-23 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> declaring June to be National Gun Violence Awareness Month in the City of Lakewood <br /> to honor and remember all victims and survivors of gun violence and to declare that we <br /> as a country must do more to reduce gun violence. (pg. 13) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2022-23. <br /> Public Comment: Mary Anne Crampton—17895 Captain's Cove Ms. Crampton shared <br /> statistics on gun violence and its proliferation amongst teens in the U.S. She advocated for <br /> stronger gun laws and encouraged people to eliminate the stigma behind talking about the <br /> presence ofguns in a home. <br /> Stacie Ross —15330 Lake Ave Ms. Ross spoke on behalf ofMom's Demand Action for Gun <br /> Sense in America. She shared statistics about teens and children's access to guns, especially <br /> those in their own homes. She urged the public to protect kids by storing guns safely and <br /> securely. <br /> Discussion: Vice President Kepple thanked the Mayor for the purchase ofgun locks and asked <br /> how they would be distributed. Mayor George stated anyone interested could pick one up at the <br /> Police Department. Councilmember Shachner shared information on ORC 9.68, which prevents <br /> localities from creating their own gun laws, and bemoaned the reality that cities remain <br /> hamstrung by the General Assembly. He encouraged the public to contact their state <br /> representatives to spark change in the law. <br /> 12. Communication from Director Dillinger regarding amending the paid parental <br /> leave/childbirth benefit. (pg. 16) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the <br /> communication. All in favor. Motion passed. <br /> 13. ORDINANCE 19-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law, amending Section <br /> 149.25 Paid Parental Leave and Childbirth Leave of the Lakewood Codified Ordinances <br /> to remove the eligibility requirement of twelve or more months of service with the City <br /> of Lakewood.
