and Roger Sykes. They talked about the Tobacco 21 program and the health benefits of <br /> deterring tobacco usage. We talked with ChiefKaucheck about potential enforcement and how <br /> we would anticipate a transitional method in enforcing the ordinance, not dissimilar to <br /> allowing dogs in the parks. Educating folks and increasing signage would be priorities. <br /> The second element we discussed was reducing barriers to paid parental leave for our <br /> employees. That ordinance was referred positively out of committee. This would reduce the <br /> requirement of 12 months of employment prior to eligibility for paid parental leave for the birth <br /> parents and the non-birth parents. <br /> Motion by Vice President Kepple, seconded by President Litten to receive and file the oral <br /> report. All in favor. Motion passed. <br /> 7. ORDINANCE 19-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law, amending Section <br /> 149.25 Paid Parental Leave and Childbirth Leave of the Lakewood Codified Ordinances <br /> to remove the eligibility requirement of twelve or more months of service with the City <br /> of Lakewood. (Is'read& referred to HHS 06106122; 2"d reading 6121122) (pg. 12) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Ordinance 19-2022. <br /> Discussion: Councilmember Marx asked claming questions on the benefits offered in the <br /> legislation. Director Dillinger indicated that all parents are provided 2 weeks ofpaid parental <br /> leave, and a birthing parent would be eligible for 12 weeks of leave. Councilmember Shachner <br /> thanked the administration for opening up the benefit. Mayor George spoke of the importance <br /> of the benefit. <br /> On the motion: All members in favor. Motion passed. Ordinance 19-2022 was adopted. <br /> 8. ORDINANCE 41-2021A (FORMERLY NOTICED AS ORD. 20-2022) - AN <br /> ORDINANCE to take effect immediately provided it receives the affirmative vote of at <br /> least two thirds of the members of Council, or otherwise to take effect and be in force at <br /> the earliest period allowed by law, amending Ordinance 41-2021 adopted December 20, <br /> 2021, authorizing the Mayor(Director of Public Safety), the Director of Public Works, <br /> the Director of Law, the Director of Finance, and/or the Purchasing Manager to enter <br /> into contracts for professional services, and to advertise for bids and enter into contracts <br /> for the purchase of repair maintenance and operating supplies, services and equipment <br /> as authorized by the 2022 Appropriation Ordinance and the Administrative Code of the <br /> City of Lakewood with the lowest and best bidder or bidders or as otherwise provided <br /> by Iaw.
