opportunity. That way people of all needs could live together, side by side, whether it be as a <br /> tenant or homeowner or retiree. That's a big topic, that got a small start. We're going to <br /> continue with at least 2 more discussions later this month. I'm looking forward to working with <br /> everyone to get our hands around that important topic. <br /> The second meeting was tonight. The committee considered one item on the docket, <br /> Ordinance 21-2022, which proposes a change from annual permitting to triennial permitting <br /> for backyard hen keeping, which we learned after 5 or more years of an early-stage pilot <br /> project. It has been going very well. We have 28 hen owners in the city today, and it's been a <br /> mostly stable number when you consider Lakewood has 27,000 housing structures. Our animal <br /> control officers have had a positive experience in getting humane conditions for hen ownership <br /> and remedying the few concerns of neighbors. The administration proposed changing it to a 3- <br /> year permit to ease the administrative burden on the private citizens and the city. The <br /> committee discussed it and was happy to support the legislation. Councilwoman Marx and I <br /> worked together some years ago on the original ordinance, so it's appropriate and ironic that <br /> the universe brought us back together to work on this matter again. I'll be happy to support a <br /> motion in a moment to approve the ordinance. <br /> Motion by Councilmember Bullock, seconded by President Litten to receive and file the oral <br /> report. All in favor. Motion passed. <br /> 5. ORDINANCE 21-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, to amend Chapter 505.18, <br /> Certain Animals Prohibited, of the Codified Ordinances of the City of Lakewood for the <br /> purpose changing the permit required to have hens in the City of Lakewood from an <br /> annual permit to a triannual permit. (Is' read& referred to HPD 06106122; 2"d reading <br /> 06121122) (pg. 3) <br /> Motion by President Litten, seconded by Councilmember Bullock to adopt Ordinance 21-2022. <br /> All in favor. Motion passed. Ordinance 21-2022 adopted. <br /> 6. Health & Human Services Committee Report regarding meeting held July 5, 2022. (to <br /> be provided) <br /> Councilmember Kepple delivered the following oral report: <br /> The Health & Human Services Committee met tonight and there were 2 main items on <br /> the agenda. The first was a communication from our Youth Council commending adoption of <br /> legislation to restrict tobacco products, smoking, and vaping in our public parks and public <br /> areas. We had a great discussion with the Youth Council, who submitted an excellent letter with <br /> this idea, as well as representatives from the Cuyahoga County Board ofHealth, Rick Novikis <br /> 3 <br />
