MINUTES OF THE COMMITTEE OF THE WHOLE <br /> July 11, 2022 <br /> Auditorium <br /> Present: Councilmembers Litten, Kepple, Bullock, Marx, Shachner, Rader, & Baker <br /> Also Present: Chief of Staff Storey, Director Leininger, Clerk Bach & Deputy Clerk Lascu <br /> taking minutes, members of the public <br /> Call to Order: 6:05 p.m. <br /> Approval of the minutes of the June 13, 2022 Committee of the Whole. <br /> Motion by President Litten, seconded by Vice President Kepple to approve the minutes of the <br /> last meeting. All in favor. Motion passed. <br /> Update from the Planning Department regarding the proposed downtown development <br /> Director Leininger provided an update on the downtown development, noting that there was a lot <br /> of activity on the project in the previous 30 days. He provided an overview of the public meeting <br /> schedule and shared that the developer(CASTO) has met with the Lakewood Chamber of <br /> Commerce and Lakewood Alive staff since the last Committee of the Whole meeting. Planning <br /> Commission (PC) has given the project preliminary approval, setting forth 7 conditions to be met <br /> before moving into the final development plan. He noted that the Commission set building height <br /> minimums on several of the buildings, specifying that Roundstone's building will be at least 4 <br /> stories. He continued to review various parking requirements. <br /> Mr. Leininger stated that Planning Commission does not have authority over the Curtis Block <br /> and that any plans regarding that structure must go through Architectural Board of Review <br /> (ABR). Planning Commission members offered their thoughts on it however, with several <br /> members supporting CASTO's initial proposal for a facade save. <br /> Mr. Leininger concluded by stating the preliminary development plan was moving to ABR's <br /> review process and that CASTO would be meeting again with the Chamber of Commerce and <br /> Lakewood Alive, who would be inviting their respective boards to a public meeting hosted at <br /> Roundstone's current headquarters. The Lakewood Heritage Advisory Board is scheduled to <br /> meet on July 28h regarding plans for the Curtis Block Building. <br /> President Litten emphasized his desire for a neighborhood meeting. Mr. Leininger reassured him <br /> that all neighbors on Marlowe and Belle from Detroit to Franklin would be notified and have <br /> been involved in the process from the start. He then continued to forecast the public meeting <br /> schedule into August, with hopes that Council would see the development agreement in October <br /> while plans are being wrapped up. <br /> The Committee then reviewed changes to the site plan, which involved the addition of liner units <br /> along the parking garage and minor shifts to footprints of other buildings that added to overall <br /> 1 <br />
