to Committee of the Whole. All in favor. Motion passed. <br /> 8. Communication from Councilmember Baker & Vice President Kepple regarding <br /> prohibiting smoking and vaping in the City's parks. (to be provided) <br /> Councilmember Baker delivered the following communication: <br /> Dear Colleagues, <br /> On May 161h, the Lakewood Youth Council delivered a communication to <br /> Lakewood City Council to request the prohibition ofsmoking, e-cigarette, and tobacco <br /> use in City parks to "improve the quality of life ofresidents of Lakewood,protect the <br /> health and wellbeing of members of the public, reduce litter, and greatly impact the lives <br /> ofLakewood youth. " <br /> As this Council takes seriously the recommendations from City advisory groups, the <br /> Health and Human Services Committee held a hearing for the communication at the <br /> July Sth meeting. Representatives from the Youth Council and the Cuyahoga County <br /> Board of Health explained the numerous benefits to the environment and public wellness <br /> legislation such as the attached would provide. ChiefKaucheck also provided <br /> recommendations for implementation including public announcements and initial <br /> warnings. <br /> The attached legislation is being introduced with a start date oflanuary 1, 2023, to <br /> allow time for implementation planning such as education campaigns and signage, but <br /> we welcome discussion with the administration about the most effective launch date. <br /> We would like to thank the Lakewood Youth Council for bringing this important issue <br /> forward, and we respecfully request that this communication be referred to the Health <br /> & Human Services Committee. <br /> Motion by President Litten, seconded by Councilmember Bullock to receive and file the <br /> communication. All in favor. Motion passed. <br /> 9. ORDINANCE 23-2022 - AN ORDINANCE to take effect January 1, 2023 amending <br /> Section 905.13, Disorderly Conduct; Intoxication, and Section 502.01, Indoor Air <br /> Pollution, of the Codified Ordinances of the City of Lakewood to for the purpose of <br /> prohibiting smoking and vaping in the City's parks. (pg. 8) <br /> Motion by President Litten, seconded by Councilmember Bullock to refer Ordinance 23-2022 <br /> to the Health & Human Services Committee. All in favor. Motion passed. Ordinance 23-2022 <br /> referred to Health & Human Services Committee. <br /> 10. Communication from Councilmembers Bullock & Marx regarding increasing safety by <br /> reducing speed on Lake Avenue. (pg. 14) <br /> 6 <br />
