MEETING OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> MARCH 21, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Rader, Bullock& Baker <br /> Also Present: Councilmember Shachner, Law Director Corrigan, Public Works Director Ducu, <br /> Leslie Quilty of the HELP Foundation, Deputy Clerk Lascu, Clerk Bach taking minutes <br /> Call to Order: 7:00 p.m. <br /> Approval of the minutes of the January 18, 2022 meeting of the Public Works & <br /> Sustainability Committee. <br /> Motion by Councilmember Rader and seconded to approve the minutes of the January 18, 2022 <br /> meeting of the Public Works & Sustainability Committee. A voice vote was conducted as follows: <br /> Yeas: Rader, Bullock <br /> Nays: none <br /> Abstain: Baker <br /> Motion passed. Minutes approved. <br /> ORDINANCE 10-2022 —AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Mayor to enter into an amendment to the concession lease <br /> agreement with HELP Foundation, Inc. for the operation of food concessions at <br /> Lakewood Park, pursuant to Section 155.08 of the Codified Ordinances. (P`read& <br /> referred to PWS 2/22/22; 2"d reading 3/7/22) <br /> Director Corrigan explained that since 2017 the city has entered into a lease with the HELP <br /> Foundation for management of the concession stand at Lakewood Park. He explained that HELP <br /> is a non-profit organization in Lakewood that assists disabled individuals with job training and <br /> life skills. The company was originally Cornucopia. HELP provides the labor and insurance and <br /> has been successful. Last year's labor shortage caused some initial worries. However, those <br /> challenges were overcome, and the season was a success. <br /> Director Corrigan introduced Leslie Quilty, Chief Vocational & Employment Services Officer of <br /> HELP Foundation. She spoke about the history of HELP, its mission, and strategic plans. She <br /> expressed excitement about bringing in a new espresso machine to the concession stand this year <br /> and the possibility of keeping the concession stand open into the fall. <br /> Councilmember Rader thanked Ms. Quilty for the excellent services in the park. He asked Ms. <br /> Quilty for her thoughts on a contract longer than one year. <br /> 1 <br />
