Ms. Quilty replied that she would have to consult with her CEO but that HELP is committed to <br /> staying in Lakewood and serving Lakewood for the long term. <br /> Director Corrigan remarked that extending the contract this year may not be workable, given the <br /> uncertainty of the pool construction schedule. He noted that the city can assist with setting up a <br /> water line to accommodate the new barista equipment. <br /> It was clarified that the contract does not involve money. It simply allows HELP to operate the <br /> stand and put its revenue back into programming. <br /> In response to a question from a councilmember, Ms. Quilty stated that the stand's hours of <br /> operation are 12:00 p.m. —8:00 p.m. seven days a week Memorial Day through Labor Day. <br /> Generally, they align with pool hours and are sometimes truncated on weeknights. <br /> Councilmember Baker advised on the potential benefits to the city, by entering into a longer- <br /> term contract with a concessioner. He described how this works within the Metroparks. <br /> Councilmember Bullock advocated for expansion of service hours and menus. <br /> Ms. Quilty expressed open-mindedness to these changes in the long term. <br /> Councilmember Bullock asked for reassurance that the original lease allow for expansion and <br /> flexibility. <br /> Director Corrigan referred to the original lease and demonstrated that it does provide opportunity <br /> for expansion of hours, leaving the hours of operation within the discretion of the lessee. <br /> Motion by Councilmember Rader, seconded by Councilmember Bullock to recommend adoption <br /> of Ordinance 10-2022. <br /> All members voted in favor. Motion passed. Ord. 10-2022 recommended for adoption. <br /> RESOLUTION 2022-07 - A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, authorizing the Mayor to enter into a <br /> permanent traffic control safety improvements easement agreement with JK & MAG <br /> LLC, governing the rights of the parties relative to a parcel located at 17203 HILLIARD <br /> RAD, Lakewood, Ohio 44107 (PPN4311-11-006)which grants the City of Lakewood <br /> access to the parcel for construction and ongoing maintenance of any and all traffic <br /> control devices and appurtenances in exchange for the replacement of approximately <br /> 225 square feet of non-compliant concrete sidewalk panels. (Referred to PWS 3/7/22) <br /> Councilmember Rader introduced the resolution, explaining that it relates to 225 square feet at <br /> the southwest corner of McKinley & Hilliard. <br /> 2 <br />
