Councilmember Bullock asked how long the initial analysis and a petition to ODOT for a change <br /> of speed limit might take. <br /> Mr. Papke replied that the initial analysis may take a couple of weeks but that it may take until <br /> late June or early July to pass a petition. He also explained that it would be unlikely that the <br /> speed limit would be approved for lower than 30 MPH. <br /> Councilmember Bullock pointed to home-rule and suggested that the City should be able to <br /> adjust the speed limit on its own without abiding by the ODOT process. <br /> Councilmember Baker questioned whether a city could make a case for its community about <br /> lowering speed limits even if ODOT's methodology does not support doing so. <br /> Mr. Papke explained that a city can make a case for change of a speed limit if needed, but the <br /> methodology that ODOT requires to make changes for a speed limit must be done first. <br /> Councilmember Baker questioned the reasoning for the original analysis that showed the speed <br /> limit could not go below 30 MPH. <br /> Mr. Papke explained that this was an estimate based on the professional opinion of an ODOT <br /> career civil servant. <br /> Councilmember Marx asked about which 4 points would be evaluated on Lake Avenue and if <br /> population density is considered for the study. <br /> Mr. Papke explained that the street is broken up into four quadrants and the speeding equipment <br /> is put into place. He also mentioned that the equipment detects the businesses and properties in <br /> the area. He tied in that people can look up "ODOT Speed Zones on Local Road Zones"to <br /> understand ODOT's processes. <br /> *** Public Comment <br /> Ben Vanlear- 1469 Woodward Ave, Lakewood, OH—Mr. Vanlear spoke on behalf of Bike <br /> Lakewood and Bike Cleveland in support of Ordinance 25-2022. He made mention of NACTO, <br /> which provides a guide to accessibility and safety with bike lanes and speed limits which <br /> supports the change of Lake Avenue's speed limit to 25 MPH. <br /> Councilmember Bullock asked whether it would be more expensive to lower the speed limit or to <br /> add more bike lanes. <br /> Mr. Vanlear explained that bike lanes would feel safer but are more expensive to implement. <br /> 2 <br />
