projects. Most of the projects had been previously known and discussed with Council. The Committee felt comfortable moving forward to recommend adoption of the resolution to authorize the allocation of these ARPA funds. The Committee also discussed how Council would allocate the remaining$3 million ofARPA funds and the process it will use. That process may intersect with the typical budget priority process. ARPA funds must be allocated by the end of 2024 and spent by the end of 2026. Therefore, this will be an evolving process and conversation for both this Council and the 2024-2025 Council to endeavor upon. Discussion: Councilmembers thanked members of the Youth Council for bringing the issue to Council's attention. Members of the Youth Council thanked Council for taking the steps to ban smoking in the parks and expressed a desire to make more improvements. On the motion: All in favor. Motion passed. Ordinance 23-2022 was adopted. 4. ORDINANCE 29-2022 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor to enter into a lease agreement for the operation of the Bistro at Cove Community Center with HELP Foundation, Inc. pursuant to Section 155.08 of the Codified Ordinances.
