projects. Most of the projects had been previously known and discussed with Council. The <br /> Committee felt comfortable moving forward to recommend adoption of the resolution to <br /> authorize the allocation of these ARPA funds. The Committee also discussed how Council <br /> would allocate the remaining$3 million ofARPA funds and the process it will use. That process <br /> may intersect with the typical budget priority process. ARPA funds must be allocated by the end <br /> of 2024 and spent by the end of 2026. Therefore, this will be an evolving process and <br /> conversation for both this Council and the 2024-2025 Council to endeavor upon. <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the oral <br /> report. All in favor. Motion passed. <br /> 2. (Ise read& referred to HHS <br /> 7118122; 2"d reading 916122) (pg. 2) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Ordinance 23-2022. <br /> Discussion: Councilmembers thanked members of the Youth Council for bringing the issue to <br /> Council's attention. Members of the Youth Council thanked Council for taking the steps to ban <br /> smoking in the parks and expressed a desire to make more improvements. <br /> On the motion: All in favor. Motion passed. Ordinance 23-2022 was adopted. <br /> 4. ORDINANCE 29-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Mayor to enter into a lease agreement for the operation of <br /> the Bistro at Cove Community Center with HELP Foundation, Inc. pursuant to Section <br /> 155.08 of the Codified Ordinances. (Ise read& referred to HHS 916122) (pg. 8) <br /> Motion by President Litten, seconded by Vice President Kepple to suspend the rules to adopt <br /> Ordinance 29-2022 on second reading. <br /> A roll call vote was taken as follows: <br /> Yeas —Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br /> Nays —None <br /> Motion passed.
