Ordinance 29-2022 was adopted on second reading. <br /> 5. Public Works & Sustainability Committee report regarding meeting held September 19, <br /> 2022. (to be provided) <br /> Councilmember Rader delivered the following oral report: <br /> We had our Public Works & Sustainability meeting tonight, before this meeting, and we <br /> had one item on the agenda, which was the ordinance brought forward by Marx and Bullock <br /> regarding reducing the speed limit on Lake Ave. We heard from the administration, as well as <br /> the sponsors of the bill, and got an update from Engineer Papke on the progress to date <br /> regarding the different speed studies that have happened. In 2020 there was a comprehensive <br /> speed study that didn't warrant reduction of speed. One of the things he noted was that we do <br /> need ODOT approval. There was some discussion on what home rule cities can do, which came <br /> from Councilmembers Bullock and Baker, who noted how far cities can go and what interacting <br /> with ODOT would look like to get this done. The studies back in 2020 did not recommend a <br /> speed reduction per Mr. Papke's understanding, however the rules did change in 2021 and we <br /> collected some new data in 2021 on Lake, which also informed the decision to proceed with a <br /> whole new study this year starting in May. We're hoping that that study yields some results that <br /> will lead to petitioning of ODOT later in the summer to reduce the speed. We would continue <br /> working with ODOT to come to an understanding on what should happen with that speed all <br /> along Lake Ave. There was some great testimony from my colleagues on this and members of <br /> the public came to speak, all in favor of reducing the speed for pedestrian and bike safety <br /> reasons, as bike lanes were added there in the last couple years. It was noted by Mr. Baker and <br /> some others that this is part of a more comprehensive discussion around reducing speeds on <br /> Franklin, Hilliard, and Lake. We're focusing on a complete streets initiative that will help to <br /> reduce speed on all streets in Lakewood. We also mentioned enforcement being an important <br /> part of this discussion and anticipated discussion in Public Safety Committee on enforcing these <br /> new rules, new traffic calming, new street design. We did defer on this piece of legislation. <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the oral <br /> report. All in favor. Motion passed. <br /> 6. ORDINANCE 25-2022 - AN ORDINANCE modifying Section 333.03(b)(2) of the <br /> Lakewood Codified Ordinances establishing a 25 miles-per-hour speed limit for Lake <br /> Avenue to ensure the calming of traffic and safe passage of cyclists. (Is'read& referred <br /> to PWS 7118122; 2"d reading 916122) (pg. 19) <br /> Motion by President Litten, seconded by Vice President Kepple to defer Ordinance 25-2022. <br /> All in favor.
