7. Housing, Planning & Development Committee report regarding meeting held September <br /> 19, 2022. (to be provided) <br /> Councilmember Bullock delivered the following oral report: <br /> The Housing, Planning, and Development Committee met tonight just before this <br /> Council meeting. We had a discussion of affordable, low-income housing policy, and <br /> considered one of the next items on the agenda, which is Ordinance 26-2022. On the affordable <br /> and low-income housing discussion, we got feedback from councilmembers about our previous <br /> hearings in which we learned about the topic from experts in the community from within and <br /> outside city hall. We got some thoughts from councilmembers on what comes next, solutions, <br /> actions, moving forward. That was very helpful because I intend to schedule another hearing in <br /> late October or early November to give councilmembers some space to propose or shape <br /> different solutions. <br /> The second thing we did was focus on Ordinance 26-2022, which would transfer the title of an <br /> access drive to the Phantasy parcel for the purposes of safety and improve connectivity, <br /> maintenance, and beautification of that space between the Fieldhouse and the Phantasy, as part <br /> of a larger development. We recommended its adoption by the full Council. <br /> Motion by Councilmember Bullock, seconded by President Litten to receive and file the oral <br /> report. All in favor. Motion passed. <br /> 8. ORDINANCE 26-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, authorizing the City of Lakewood, Ohio to <br /> transfer title of an access drive (The Property), as more fully described in the quit claim <br /> deed attached as Exhibit"A", to West 117 Development Phantasy LLC. (Is'read& <br /> referred to HPD 916122) (pg. 21) <br /> Motion by President Litten, seconded by Vice President Kepple to defer Ordinance 26-2022. <br /> All in favor. Motion passed. <br /> 9. ORDINANCE 24-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, authorizing <br /> the transfer and advance of certain funds. (Is'read& referred to Finance 7118122; 2"d <br /> reading 916122) (pg. 28) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Ordinance 24-2022. <br /> All in favor. Motion passed. <br /> 10. ORDINANCE 28-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, amending <br /> various sections of the Lakewood Codified Ordinances to establish fees for the use of <br /> Cove Community Center and to update the fees charged for all properties available to <br /> 4 <br />
