Referred to COW 9/ 6/22 <br />Baker, Bullock, Kepple, Litten, <br />RESOLUTION NO. 2022-34 BY: Marx, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, authorizing the Mayor and/or Director of Finance or Director of <br />Law to allocate Nine Million Dollars ($9,000,000) for various projects and programs, hereinafter <br />defined, with such funds allocated from the American Rescue Plan ("ARPA") and Coronavirus <br />State and Local Fiscal Recovery Funds ("CSLFRF"); <br />WHEREAS, Lakewood received a total of $47,219,575 of CSLFRF through the ARPA, <br />with the first fifty percent (50%) received last year and the second fifty percent (50%) received <br />this year, and; <br />WHEREAS, the City now desires to allocate up to Nine Million Dollars ($9,000,000) to the <br />various programs and/or projects (the "ARPA Investments"); and <br />WHEREAS, based upon the eligibility parameters and guidance provided by US <br />Department of Treasury, the ARPA Investments are deemed eligible expenditures; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public peace, property, health and safety, and to provide for <br />the usual daily operation of municipal departments in order to assist the funding of these various <br />programs and projects; now, therefore. <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That Nine. -Million Dollars ($9,000,000.00) be allocated for ARPA Investments with <br />such funds allocated from the American Rescue Plan ("ARP") and Coronavirus State and Local <br />Fiscal Recovery Funds ("CSLFRF") receivvd by the City of Lakewood after distribution from the <br />US Department of Treasury") in dollar amounts described as follows: <br />• Housing Stability: Continued investment in Lakewood Community Services Center to keep <br />residents housed and prevent homelessness, eviction, and/or foreclosure: up to $1,000,000; <br />• Lake -Clifton Bridge Connector: Through the Cuyahoga County 80/20 Program, this multi - <br />jurisdictional project requires 20% funding support from the Cities of Lakewood and Rocky <br />River to facilitate roadway improvements extending from West Clifton Boulevard to the <br />Marion Ramps. These improvements will take advantage of excess roadway capacity on this <br />segment of Clifton Boulevard and Lake Road and shift traffic to the south lanes, allowing the <br />north lanes to be reclaimed for: greenspace; an accessible multi -purposes trail; tree planting; <br />community gateway enhancements; and a lakefront trail connection between our two <br />communities: up to $1,000,000; <br />• Lakewood Park Improvements, including Foster Pool Capital Project: Lakewood Park <br />pedestrian accessibility improvements, potential storm sewer improvements, and this <br />
