widely used municipal pool will have improved accessibility, installation of a new <br />competition and recreation pool, water play amenities area, splash pad, and bathhouse <br />renovations. It also will prevent the annual loss of one million gallons of chlorinated water <br />through decades -old, far -past -its -useful -life infrastructure: up to $2,000,000; <br />• Recycling & Refuse Facility / Animal Shelter: this capital expenditure for the Berea Road <br />project will serve many purposes, including improved physical space for aged facilities and <br />buildout of our water and sewer infrastructure on the current site in the Metroparks. Cuyahoga <br />County has pledged an additional $1,500,000 towards this project: up to $2,000,000; <br />• Downtown / Hospital Site Prep & Development: Investment in necessary site plan <br />preparation or development work as needed, up to $2,000,000; <br />• Investment in Municipal Buildings: Replacing 60-year-old air handlers to improve the <br />ventilation, safety and energy efficiency of City Hall and updating the Police Headquarters <br />locker room and changing facilities for both male and female officers; up to $5,000,000; and <br />• Public Safety Communications Equipment & Radios: this purchase will upgrade all <br />police and fire personnel and vehicle radio equipment and infrastructure; up to $2,000,000. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, and <br />that all such deliberations of this Council and any of its committees that resulted in such formal <br />action, were in meetings open to the public, in compliance with all legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, property, health, safety and welfare in the City and for <br />the usual daily operation of the City for the reasons set forth and defined in the preamble to this <br />resolution, and provided it receives the affirmative vote of at least two thirds of the members of <br />Council, this resolution shall take effect and be in force immediately upon its adoption by the <br />Council and approval by the Mayor, or otherwise it shall take effect and be in force after the earliest <br />period allowed by law. <br />Adopted <br />Approved <br />Li en, President of Council <br />Maureen M.
