Bullock III, Sarah Kepple, John Litten, Cindy Marx, Tristan <br /> Rader, Jason Shachner <br /> Also Present: Finance Director Rancatore, Police Chief Kaucheck, Fire Chief Dunphy, Public <br /> Works Director Ducu, Human Resources Director Claudia Dillinger, Planning Director Shawn <br /> Leininger, Appointed Law Director Ernie Vargo, Chief Assistant Law Director Swallow, Human <br /> Services Director Chad Berry, Chief of Staff John Storey, Clerk Bach and Council staff <br /> Motion by President Litten, seconded by Vice President Kepple to dispose of the minutes of the <br /> September 19, 2022 General Meeting without the necessity of a reading. With President Litten <br /> abstaining, all other members voted in favor. Motion passed. <br /> ****OLD BUSINESS**** <br /> 1. Committee of the Whole Report regarding meetings held September 26, 2022. (pg. 001) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file written <br /> report. All in favor. Motion passed. <br /> 2. RESOLUTION 2022-38 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor to enter into a consent decree with the US Department of Justice. <br /> (Referred to COW 9119122) (pg. 002) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2022-38. <br /> Discussion: President Litten thanked the Administration for the steps taken to author the <br /> Consent Decree. He spoke in support of the progress of the city's sewer systems. <br /> On the motion: All in favor. Motion passed. Resolution 2022-38 passed. <br /> 1 <br />
