3. RESOLUTION 2022-34 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor and/or Director of Finance or Director of Law to allocate Nine <br /> Million Dollars ($9,000,000) for various projects and programs, hereinafter defined, <br /> with such funds allocated from the American Rescue Plan ("ARPA") and Coronavirus <br /> State and Local Fiscal Recovery Funds ("CSLFRF"). (Referred to COW 916122) (pg. <br /> 004) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2022-34. All <br /> in favor. Motion passed. <br /> 4. Housing, Planning & Development Committee report regarding meeting held September <br /> 26, 2022. (pg. 006) <br /> Motion by Councilmember Rader, seconded by President Litten to receive and file the written <br /> report. All in favor. Motion passed. <br /> 5. SUBSTITUTE ORDINANCE 31-2022 - AN ORDINANCE to take effect immediately <br /> provided it receives the affirmative vote of at least two thirds of the members of <br /> Council, or otherwise to take effect and be in force at the earliest period allowed by law, <br /> amending Section 1309.09 Combined Permit Fee of the Lakewood Codified Ordinances <br /> to increase the threshold for issuing a combined permit and to increase the fee. Ordinance 31-2022 was substituted. <br /> Motion by President Litten, seconded by Vice President Kepple to defer Substituted Ordinance <br /> 31-2022. All in favor. Motion passed. <br /> 6. Public Works & Sustainability Committee report regarding meeting held October 3, <br /> 2022 (to be provided) <br /> Councilmember Rader delivered the following oral report: <br /> Tonight, we met as the Public Works & Sustainability Committee, and we heard a couple <br /> ofdifferent ordinances. First was Ordinance 28-2022 which pertains to the Cove Church <br /> Property and the rental fees that would be assessed for people renting both the conference <br /> space and the main auditorium space. Chad Berry, director ofHealth and Human Services <br /> gave a presentation as to what those rates would be. The ordinance itself does change how <br /> historically Council has been setting rates on our own. It gives authority to the Finance <br /> 2 <br />
