Director and the Human Services Department to set those rates. We had a robust discussion <br /> about the proposed rates. Ultimately, we came together, and the majority of the committee <br /> recommended this Ordinance for adoption. I think it is important to note that there was a lot <br /> of discussion. It was not a unanimous vote, and it is important that the administration put all <br /> the thoughts that Council brought together. It is very clear that there is work to be done. We <br /> had one public speaker, and that was our former director, Toni Gelsomino. She did a <br /> phenomenal job summing up how complex this is, how important this discussion is, and how <br /> hard it is to get exactly right. As Mr. Berry said early on, this is going to be more of a trial <br /> period and I think we can expect that once this passes, if this is to pass Council, they will be <br /> back to us by law to give us the update. All the hard work that he has done has been <br /> phenomenal and there is some hard work ahead. We did substitute this. The substituted <br /> version was recommended for adoption 2-1. The second thing on our docket was Resolution <br /> 2022-39. This was an encroachment permit and we tabled it during our meeting so I will let <br /> the President decide how he wants to handle that. <br /> Motion by Councilmember Rader, seconded by President Little to receive and file oral report. <br /> All in favor. Motion passed. <br /> 7. RESOLUTION 2022-39 - A RESOLUTION approving of a public grounds <br /> encroachment permit pursuant to Section 901.18 of the Codified Ordinances in favor of <br /> David W. Salisbury and Elizabeth W. Salisbury,property owners of 15700 West Shore <br /> Court, Lakewood, Ohio, in furtherance of a neighborhood beautification proposal. <br /> (Referred to PWS 9119122) (pg. 009) <br /> Motion by President Litten, seconded by Councilman Bullock to defer Resolution 2022-39. All <br /> in favor. Motion passed. <br /> 8. ORDINANCE 28-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, amending <br /> various sections of the Lakewood Codified Ordinances to establish fees for the use of <br /> Cove Community Center and to update the fees charged for all properties available to <br /> the public to rent. (I"read& referred to PWS 916122; 2"d reading 9119122) (pg. 014) <br /> Motion by Rader, seconded by President Litten to substitute Ordinance 28-2022. <br /> A role call was taken as follows: <br /> Yeas —Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br /> Nays —None <br /> Motion passed. Ordinance 28-2022 was substituted. <br /> Motion by President Litten, seconded by Councilmember Rader to adopt substituted Ordinance <br /> 28-2022. <br /> Discussion: Councilmember Bullock spoke against Ordinance 28-2022 and mentioned that it <br /> may be incomplete on the specification of the policies. He also explained that rather than <br /> delegating the fee charged for the use of Cove Community Center to the Administration, City <br /> 3 <br />
