Councilmember Marx clarified with Director Leininger that Ordinance 33-2022 does not include <br /> parklets regarding outdoor dining. The parklets can be approved by the Planning Commission in <br /> concurrence with the Safety Forces. <br /> On the motion: All in favor. Motion passed. Ordinance 33-2022 referred to Housing, Planning, & <br /> Developing Committee and the Planning Commission. <br /> 18. ORDINANCE 34-2022 - AN ORDINANCE enacting new Subsection 1161.03(AA) of <br /> the Lakewood Codified Ordinances to include and distinguish medical and cosmetic <br /> tattooing as a conditional use in commercial zones. (pg. 056) <br /> Motion by President Litten, seconded by Councilmember Rader to refer Ordinance 34-2022 to <br /> Housing, Planning & Development and the Planning Commission. All in favor. Motion passed. <br /> 19. Communication from Director Ducu regarding ODNR Urban Tree Canopy Restoration <br /> Grant. (pg. 058) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file written <br /> communication. All in favor. Motion passed. <br /> 20. RESOLUTION 2022-41 - A RESOLUTION to take effect immediately providing it <br /> receives the affirmative vote of at least two thirds of the members of the Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor and/or Director of Public Works to file an Urban Canopy <br /> Restoration Grant Application with the Ohio Department of Natural Resources (ODNR) <br /> requesting $25,000 in matching state funds to support the planting of trees on public <br /> lands during the fall 2023 planting season, and to obligate funds to satisfactorily <br /> complete the proposed project by December 31, 2023. (pg. 059) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2022-41. <br /> Discussion: Councilmember Rader expressed his support for Resolution 2022-41 and mentioned <br /> that the Grant Application has been forwarded to Council via email. <br /> Vice President Kepple clarified with Director Ducu that the grant would allow tree canopies <br /> outside of the equity zones unlike the previous grant. <br /> On the motion: All in favor. Motion passed. Resolution 2022-41 was adopted. <br /> 21. Communication from Chief Dunphy regarding Fire Prevention Week 2022. (pg. 061) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the written <br /> communication. All in favor. Motion passed. <br /> 22. RESOLUTION 2022-42 - A RESOLUTION calling upon the citizens of Lakewood to <br /> participate in fire prevention activities at home during the week of October 9, 2022, and <br /> to heed the message, "Fire won't wait. Plan your escape." as the 2022 Fire Prevention <br /> Week theme suggests. (pg. 062) <br /> 7 <br />
